General Procurement Notice for Study on “Mapping of Water Sources in Uttarakhand using Global Positioning System (GPS)”

Credit No. : 4232-IN

The Government of India has received a credit from the International Development Association (IDA) in the amount of US$ 120 million equivalent towards the cost of Uttarakhand Rural Water Supply and Sanitation Project (Sector Program), and intends to apply part of the proceeds of this credit to payments for goods works, related services and consulting services to be procured under this project. The project will be jointly financed by the Government of Uttarakhand, Government of India and International Development Association (IDA). The project will include the following components:

Project description

Component A : RWSS Sector Development (US$ 5 million) will support the state’s sector reform process by establishing and enhancing its institutional capacity to implement, manage, and sustain the state’s medium- term sector development program through the following subcomponents : (i) capacity-building and strengthening programs; (ii) information, education, and communication; (iii) sector information system, water quality, and water source discharge monitoring programs; (iv) modernization of public procurement and procurement reforms; and (v) sector studies.

Component B : RWSS Infrastructure Investment (US$ 197 million) aims to improve service and sustainable access to RWSS services by financing the following investments: (i) new investment in water supply schemes and catchment area protection works; (ii) community mobilization and development activities; and (iii) sanitation programs.

Component C: RWSS Program Management Support and M&E (US$ 22 million) will support: (i) operational and administrative costs associated with the implementation of the sector wide approach basket of the state’s medium- term sector program; and (ii) monitoring and evaluation.

The assignment involves a blend of conventional and advanced technologies. The prime requirement is collection of data for the sources of water at Gram Panchayat level, where satellite technology (satellite imaging of the area using remote sensing methods) can assist. But considering the requirement of tapping even the resources with very small geographical extent and limited availability of water, the data will be collected by extensive field work on the ground.

Collecting the location with GPS will help in exact inventory of water-sources, since it will give the latitude-longitude of the place. It will help in efficient management of the available resources in the state, as well as directing the personal for project execution related to various sector program schemes.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines : Procurement under IBRD Loans and IDA Credits, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s guidelines: Selection and Employment of Consultants by the World Bank Borrowers.

Specific procurement notices for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dg Market newspapers, English edition of “Times of India” and Hindi edition “Amar Ujala”.

Part proceed of the credit are proposed for hiring suitable consulting firms for study on “Mapping of Water Sources in Uttarakhand using Global Positioning System(GPS)”

Consultants firms will be selected for the following consultancy services:

Mapping the data in GIS environment e.g. Coordinates (Latitude, Longitude and Altitude) of water sources, exact elevation and distance of water source from nearby habitations, source discharge, water quality (bacteriological) in 10% of water sources, identification of problem areas, fixing of priorities for execution of projects, formulating the plans specific to an area or for entire state etc. The study will also involve the analysis of data completed and recommending the strategies for water resource management. With the help of comprehensive database and recommendation the Department of Drinking Water, Government of Uttarakhand will be able to plan and implement its objectives and policies with better coordination and efficiency.
