REMEDIATION OF COLOMAC MINE SITE

REQUIREMENT

Public Works and Government Services Canada (PWGSC) on behalf of
Indian and Northern Affairs Canada (INAC) has a requirement for
the remediation of Colomac Mine in the Northwest Territories.


LOCATION

The site is located approximately 212 kms NNW of Yellowknife,
Northwest Territories and lies within the areas of the Tlicho
Land Claim Agreement. The site is considered remote and access
is possible year round by air for personnel, light equipment and
supplies, and hystorically during the month of March, access to
the site is possible over a specially constructed ice road for
transporting heavy equipment and supplies.


PROJECT SCOPE

PWGSC on behalf of Indian and Northern Affairs Canada (INAC)
have a requirement for the supply of all labour, equipment and
material to provide remediation activities at the Colomac Mine
site, Northwest Territorries. The remediation activities
include the decommissioning of the mill complex, maintenance
garage, Primary and Secondary Crushing structures, camp
facilities, completion of an on-site landfill cap, completion of
a final tailings cap on the opened cell of Spruce Lake, the
operation of camp facilities, the maintenance and logistics of
the airstrip, the roads as well as the remaining minor works.
Before its shut down, approximately eight years ago, rock
crushing and Cyanidation Process was used to extract gold in the
mill complex. Accordingly, hazardous materials that will
require removal and disposal are cyanide and its compounds,
lime, tailings and other minor quantities of reagents and
asbestos. While tailings will be disposed of at an on-site
facility, other hazardous materials will require packaging and
temporary on-site storage, transportation over the ice-road and
off-site disposal at a licensed hazardous waste facility.


BIDDERS' CONFERENCE (OPTIONAL)

An optional bidders' conference to review the bid documents will
be held in Yellowknife, NWT on November 16, 2009. Registration
is at 10:00 a.m., and the conference begins at 10:30 a.m. This
is not a Mandatory Bidders' Conference and those who do not
attend are not precluded from submitting a bid, however, bidders
are strongly encouraged to attend.

Bidders are requested to communicate with the Contracting
Authority prior to the bidders' conference to confirm
attendance. Bidders are to provide the Contracting Authority,
in writing, the names of their representative(s) who will be
attending and a list of issues that they wish to table no later
than Thursday, November 12, 2009. Contact Nicki Evans - Supply

Note: All travel and living expenses associated with travel to
Yellowknife and attending the bidders' conference will be borne
by the Bidders.

SOURCING

This competitive requirement is subject to the provisions of the
North American Free Trade Agreement (NAFTA), the World Trade
Organization – Agreement on Government Procurement (WTO-AGP) and
the Agreement on Internal Trade.

The requirements of the Tlicho Land Claim and Self Government
Agreement will apply to the proposed requirement. The benefits
that apply are contained in: chapter 26, the Tlicho Land Claim
and Self Government Agreement, clauses 26.3 and 26.3.1 (a).


CONTRACTOR EVALUATION AND SELECTION CRITERIA

The method of procurement chosen for this requirement, calls for
the submission of proposals by contractors who will deliver a
strategy that best meets Canada's needs as described in the
Request For Proposal (RFP). Proposals must meet all Mandatory
requirements set out in the bid evaluation criteria. Those
bidders who achieve a minimum 60% overall score will be further
considered using the assessed Best Value to the Crown (60% Merit
+ 40% Cost) Contractor Selection method set out in the bid
documents.
