II.1.5) Short description of the contract or purchase(s): The Evaluation
Department of the Norwegian Agency for Development Cooperation (Norad)
intends to undertake a real-time evaluation of Norway’s International
Climate and Forest Initiative. The objective of this tender is to secure
the availability of consultancy services under a four-year framework
agreement, which will constitute the basis for subsequent call-off orders
with specific terms of reference and time requirements. The estimated size
of the procurement is 150 weeks per year.
Norway’s International Climate and Forest Initiative was launched in
December 2007, pledging up to 3 billion Norwegian kroner per year in
support of REDD. The objectives of the Initiative are (1) the inclusion of
emissions from deforestation and forest degradation in a new international
climate regime (post-Kyoto), (2) early action to achieve cost-effective
and verifiable reductions in greenhouse gas emissions, and (3) the
conservation of natural forests to maintain their carbon storage capacity.
Multilateral recipients of funds during the first phase of the Initiative
include the UN-REDD Programme, the World Bank’s Forest Carbon Partnership
Facility, and the Congo Basin Forest Fund administered by the African
Development Bank. Bilateral agreements have been signed with Brazil and
Tanzania. The Initiative has also supported non-governmental and research
institutions.
The purpose of the evaluation is to progressively assess the results of
the Initiative with regard to its objectives and the general objectives of
Norwegian development cooperation, such as those related to livelihoods,
economic and social development and the environment. The overall approach
of the evaluation will be guided by the OECD/DAC evaluation criteria:
relevance, efficiency, effectiveness, impact and sustainability.
