SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Rv108 New Kråkerøy bridge. Bridge across Vesterelva BRU03 Hydraulics and
electro installation works.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: Fredrikstad, Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): This agreement
is a unit price contract.
The Contract BRU-03 includes works for the following 3 bridges with one
postal code each:
— K1 New bascule bridge across Vesterelva (the Vester River),
— K2 Existing Kråkerøy bridge,
— K3 Footbridge.
The bill of quantities is edited in accordance with postal codes.
The postal codes are also used in connection with drawings.
All bridges shall be remote controlled from the Public Roads
Administration’s Road traffic central in Oslo (VTS). Operator liability,
such as daily opening and closing of the bridges for boat traffic is not
included in the contract.
K1 New bascule bridge across Vesterelva (the Vester River).
The new bridge across Vesterelva shall be constructed with 4 traffic lanes
and 2 sidewalks. The bridge is approx. 100 m long and shall be constructed
with 3 spans: 2 side spans and 1 bascule span. The new bridge shall be
constructed with one divided bascule and one overlying balance weight. The
bascule system shall be lifted by the help of hydraulic cylinders and
associated control systems. The sailing width shall be 30 m and free
sailing height with the bascule down shall be 5, 5 m.
The contract BRU-03 Hydraulics and electro installation works include the
following main works:
Complete installation of all installations for hydraulics and
electrical/control systems.
The construction boundary is wall towards FEN’s net station situated in
the inflow filling at the island side and all installations, including
main switchboard for energy supply, cables, suspension bridges, all
electro boards, hydraulics installations and structure installations for a
complete and functional bridge.
The division is as follows:
— Element H21, Electrical system, new bridge.
The element includes K1 New bridge across Vesterelva.
It concerns lights in railings, marking lights as well as emergency
lights.
— Element H51, Control and monitoring system, new bridge.
The element includes K1 New bridge across Vesterelva.
It concerns complete delivery of all electrical technical installations
and control systems.
— Element I11, Hydraulic equipment, new bascule bridge.
The element includes K1 New bridge across Vesterelva.
It concerns complete delivery and installation of hydraulic equipment,
including delivery of hydraulic cylinders with bearings and lower
brackets.
Installation of cylinders with bearings and brackets shall be executed in
contract BRU-02 Bridge works.
K2 Existing Kråkerøy bridge.
The existing Kråkerøy bridge is a two lane mechanical bascule bridge with
2 bascules. The bridge was constructed in 1957 and is at present
controlled from the control tower situated on the bridge.
The contract BRU-03 Hydraulics and electrical installation works includes
the following main works:
All reconstructions and replacements of the hydraulic system for locking
bolts, electrical system, main switchboards and control system, new
electrical/camera installations, Programmable logic controller systems
(PLC), PCs, connection boxes, control equipment, alterations of the
structure, energy supply, etc., for a more complete functional bridge.
The division is as follows:
— Element H22, Electrical system, new Kråkerøy bridge.
The element includes K2 existing Kråkerøy bridge.
It concerns marking lights as well as emergency lights.
— Element H52 Control and monitoring system Kråkerøy bridge.
The element includes K2 existing Kråkerøy bridge.
It concerns reconstruction and replacement of all electrical installations
and control systems.
— Element I12 Hydraulic and mechanical equipment Kråkerøy bridge.
The element includes K2 existing Kråkerøy bridge.
It concerns replacement of hydraulic generator with pipe routings as well
as inspection/maintenance of hydraulic cylinders with locking bolts.
K3 Footbridge.
The footbridge is a “composite” bridge with 2 bascules. The bridge is at
present controlled from the control tower situated on the existing
Kråkerøy bridge.
The contract BRU-03 Hydraulics and electrical installation works include
the following main works.
Complete reconstruction of the control function and electrical
installation works in order to replace the control function. ITV, PLCs,
PCs, etc. are a part of the contract for the bridge. The object is to get
a complete functional bridge.
The division is as follows:
— Element H23 Electrical system new footbridge.
The element includes K3 existing footbridge across Vestereleva.
It concerns marking lights.
— Element H53 Control and monitoring system for the footbridge.
The element includes K3 existing footbridge across Vestereleva.
It concerns reconstruction of control system for remote control of the
footbridge including some specified components.
