years from appointment.

3) QUANTITY OR SCOPE: Employer's Agent Consultancy Services for the new
build and regeneration/refurbishment needs of Sentinel Housing Association
programme of works across Hampshire, Surrey, Berkshire, Wiltshire, Dorset,
West Sussex, Oxfordshire and Buckinghamshire. Framework to be a maximum of
4 years from appointment.
4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Duration in months: 48 (from the award of the
contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The deposits, guarantees or
bonds required by the Authority will be set out in the contract documents.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: The terms concerning
financing and payments will be set out in the contract documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Joint and several liability.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Interested
organisations must complete a Pre-Qualification Questionnaire (PQQ) which
sets out Sentinel Housing Association requirements and expectations.
Applicants without the relevant experience of the work as described should
not respond.
Completed PQQ's must be received no later than 12:00pm on 9.12.2009. The
PQQ and associated background information is available from the person
named in Section I upon request in writing by interested service
providers. Service providers who previously responded to the PIN notice
should write in and confirm their interest and then a PQQ package will be
issued.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: — evidence of
Professional Indemnity Insurance for at least 5 000 000 GBP,
— stated annual turnover for the service provided (Architectural and/or
Employer's Agents Services),
— statement of Accounts (if these are required by law) for the preceding 3
years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
— evidence of membership to relevant professional and/or technical bodies,
— number of employees and number available for contract,
— individual professional qualifications,
— evidence of experience to be provided and references.

right not to award a framework agreement.
2. Acceptance of a consultant onto a framework is not a guarantee of work
under that framework.
3. SHA may wish for subsidaries or associated companies of SHA to use the
framework. One known company will be Vestal Developments Limited, Company
No. 5509078.
4. Selection criteria for invitation to tender will be as stated in the
Pre-Qualification Questionnaire (PQQ).
