II.1.5) Short description of the contract or purchase(s): Moat Homes
Limited (Moat Homes) is a registered provider of affordable housing,
operating predominantly in London and the South East of England. Moat
Homes intends to select consultants to provide various surveying and
valuation services under a framework agreement to support the delivery of
its asset management strategy.
The contract will divided into 8 Lots, and bids may be made for one or
more Lots.
Lot 1 Planned & Major works contract administration.
To undertake feasibility studies and report on options with budget
costings. To undertake the preparation of the specification, tendering and
contract administration of the following: individual planned works, major
works projects and cyclical redecoration programme. This is to include
both OJEU and non-OJEU contracts. The service to also include site
progress inspections, attending project and client meetings.
Lot 2 VFM audits.
To undertake annual efficiency and open book audits of major partnership
contracts, to ensure the basket of costs is set for next year, to confirm
this year's costs and to provide annual efficiency statement for a
contract.
Lot 3 Specialist consultancies.
To undertake one off Party walls, dilapidations, disrepair, latent defects
and expert witness works structural and civil engineering.
Lot 4 Mechanical and electrical consultants.
To undertake feasibility studies and report on options with budget
costings. To undertake preparation of the specification, tendering and
contract administration of individual specialist M&E works, individual
planned works, major works and services contracts (excluding lifts). This
is to include both OJEU and non-OJEU contracts. Services also to include
site progress inspections, attending project and client meetings.
Lot 5 Portfolio option appraisals (Estate level).
Provision of advice on an appropriate range of options to rationalise and
manage Moats property portfolio consistent with delivery of Moats Asset
strategy to include:
— Estate level option appraisals of various types of residential
properties,
— Assessment of properties for potential for alternative uses and / or
redevelopment,
— Development of consistent option appraisal methodology.
Lot 6 Independent advice on bulk disposals.
Project Management and Professional advice associated with bulk
residential disposals to other RSLs and on the open market.
— Financial risk assessment,
— Advice on Marketing strategy, soft marketing activity,
— Advice on consultation and compliance with statutory and regulatory
requirements,
— Management of disposal process.
Lot 7 Valuation.
Provision of valuations of properties in Moat's ownership and proposed
acquisitions to include:
The Service Provider shall carry out desk-top and surveyed valuations of
vacant, tenanted and shared ownership properties including the following
types of valuation as applicable:
— EUV – Existing Use Value,
— EUVSH - Existing Use Value for social housing,
— OMV - Open Market Value (Vacant Possession),
— OMV - Open Market (subject to tenancy),
— DCF valuations,
— Opinion of value of properties following refurbishment, remodelling or
redevelopment. (Reports to include all valuation types above),
— Valuations of RTB properties for reacquistion including assessments of
“marriage” values associated with redevelopments,
— Valuations of residual freeholds and retained equity shares in shared
ownership properties.
Lot 8 Resident Consultation:
— Advice to Moat on compliance of consultation processes with statue and
regulations,
— Provision of independent advice to residents,
— Production of letters and newsletters,
— Provision of Freephone number,
— Organisation and attendance at residents meetings and panels,
— Liaison with preferred bidders post tender to ensure provision of
appropriate information to residents.
Moat Homes is procuring this framework for itself and on behalf of other
social landlords in London and the South East of England.

III.1) CONDITIONS RELATING TO THE CONTRACT

The successful consultant(s) and their supply chains will be required to
actively participate in the achievement of social and/or environmental
policy objectives relating to recruitment and training and the employment
of small and medium enterprises. Accordingly, the contract performance
conditions will relate in particular to social and environmental
considerations.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Moat Homes will allow a period of at least ten calendar
days between the date it gives notice to candidates of the decision to
award the proposed agreement and the date on which it proposes to conclude
the agreement. If, by midnight at the end of the second working day of the
ten day standstill period, Moat Homes receives a request in writing from a
candidate as to why it was unsuccessful, Moat Homes is required to provide
additional information to the candidate.
That information must be provided at least 3 working days before the
expiry of the ten days' standstill period (though the standstill period
may be extended if it is not possible to provide the information in time).
Requests for additional information should be sent to the contact at
Section I.1. An aggrieved candidate who claims that it has suffered or
risked loss or damage as a result of a breach by Moat Homes of its duties
under the Public Contracts Regulations 2006 may take proceedings in the
High Court. Any such proceedings must be brought promptly and in any event
within 3 months from the date on which grounds for bringing proceedings
first arose (the Court has a discretion to extend the period for good
reason).
