to appoint one or more mechanical and electrical engineering consultancies
on a term contract of 2 years with an optional 1-year extension.
Consultants should be located to offer a cost-effective service across
Wales.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Expressions of interest.
MEchanical and electrical engineers.
Cadw is the historic environment service of the Welsh Assembly Government.
It is responsible for preserving and promoting 127 historic monuments in
the care of the Assembly. These range from prehistoric ritual and
settlement sites, Roman forts and towns, ruins of medieval castles and
abbeys, Renaissance houses and chapels to industrial complexes (see
www.cadw.wales.gov.uk). They range in size from a single standing stone to
Caernarfon Castle.
Cadw is seeking to appoint one or more mechanical and electrical
engineering consultancies on a term contract of 2 years with an optional
one-year extension. Consultants should be located to offer a
cost-effective service across Wales. Three areas of work will fall under
the term contract:
1. Work within the Monuments in Care:
Consultants will be required to advise on, design and supervise the full
range of services to Cadw’s facilities at the sites in care. This will
include all current and planned power, lighting, heating, water supply and
security installations, etc. These need to have a minimal impact on the
historic fabric and to any buried archaeological remains. At Castell Coch,
for example, the services form part of the historic fabric and need to be
maintained in use.
2. Energy Efficiency:
Given the Assembly’s commitment to sustainability, a key role of the M & E
consultant will be to identify ways of improving Cadw’s energy efficiency
and reducing its carbon footprin, minimising the use of water and
developing micro-generation schemes wherever possible.
3. Office and Workshop facilities:
Cadw has a works depot in Caernarfon and a joinery workshop in Oakdale,
where services need to be maintained and updated.
In submitting their Expressions of Interest, consultancies should give
details of at least three recent projects, which demonstrate the range of
skills required by Cadw. At least one should focus on a site where energy
efficiencies were significantly improved. They should identify and provide
a curriculum vitae for the associate(s) or director(s) who will be Cadw’s
main point(s) of contact. They should identify from which office/s they
would run this contract and the full range of skills available in that
office/s.
The tender list will be selected on the basis of the experience
demonstrated by each consultancy of working at nationally-important
historic sites,developing and delivering innovative sustainable solutions,
the location and experience of the project manager, and the range of
services offered. At tender stage, selected consultancies will be asked to
submit their schedule of rates.
II.2.2) Options: No.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 months plus an option to extend up to a further 12 months (from
the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The awarding authority
reserves the right to request parent company and/or other guarantees of
performance and financial liability.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Payment terms will
be indicated in the contract documents. Tenders to be priced in Sterling.
Payment to be made in Sterling only.

joint and several liability to be assumed by all group bidders before
acceptance.

formalities necessary for evaluating if requirements are met: Companies

return it completed with any associated documents to the above address by
7.12.2009. All correspondence must quote Contract Number 1441. For
Consortium bids the information must be provided for each member of the
