SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Mixing valves & water quality inspection, testing & comprehensive
maintenance.

II.1.4) Short description of the contract or purchase(s): The Council is
looking to appoint a single contractor to cover the following services:
1) Inspection, Testing and Comprehensive Maintenance of Hot Water Mixing
Valves / Blenders.
The requirements of this part of the Service shall be to:
— Attend site on a periodic basis to identify all water Mixing / Blending
Valves,
— Isolate services to each valve, strip down, clean, sterilize, replace
defective parts, re-assemble and test to manufacturers instructions,
— Remove, clean and sterilize all Shower Spray Nozzles or Taps associated
with each mixer,
— Complete a Site report.
2) Inspection, Testing Sampling and Water Treatment for the control of
Legionellosis.
The requirements of this part of the Service shall be to:
— Identify, Inspect, and Record Temperatures at each cold water Storage
tank and locations at cold water outlets, including Drinking Water. Report
on Tank condition,
— Identify, Inspect and Record Temperatures at Each Hot Water Storage
Vessel or Cylinder,
— Take water samples from HWS Vessels for sampling for Legionella SSP,
— Take water samples from HWS system for sampling for General Bacteria
(TVC) and Coliforms,
— Take water temperatures at HWS Outlets,
— Carry out chlorination of complete water system (Hot & Cold) feed from
Storage Tanks,
— Complete site reports.
3) Preparation of Site Risk Assessments and Statutory Reports.
The requirements of this part of the Service shall be to:
— Prepare Site Risk Assessments to comply with the requirements of the
Health & Safety at Work Act 1974 and ACOP L8-2000 (or European equivalent)
relating to the control of the Legionella Bacteria and other water born
organisms.

VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum 10 calendar day
standstill period at the point information on the award of the contract is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the setting aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the court may only award damages.
