This notice is being publicized in accordance with Federal Acquisition Regulation (FAR) 5.101 requiring Contracting Officer to disseminate information for proposed contract actions expected to exceed $25,000.  Further in accordance with FAR 6.302-1 it is the intent of the Drug Enforcement Administration (DEA) to establish a cooperative research and development agreement (CRADA) with Mformation Technologies, Inc.

The intended agreement will provide for the development of mobile device management capabilities to extract information remotely from a wireless device.  It will provide investigative and technical capabilities that utilize SMS servers via the SS7 network to access and manage wireless devices, Subscriber Identity Modules (SIM) and Universal Integrated Circuit Cards (UICC).  Mformation Technologies, Inc. was determined to be the sole source for this CRADA because Mformation developed, maintains, and owns all the proprietary rights to the Sole Device Management system deployed at the major US Wireless Carriers including:  T-Mobile, AT&T, Sprint (and MVNOs), MetroPCS, and Clearwire.

As a result Mformation Technologies, Inc. is the only responsible source to provide the necessary technology and experience to develop the capability for an OTA law enforcement solution.
