The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to award a cost-plus-fixed-fee type contract on a competitive basis with service disabled veteran-owned small business for the furnishing of services in the support of Navy Training System Plan (NTSP) development, training Front End Analysis (FEA), manpower and workload analysis, traing development, Personnel Qualification Standard (PQS)/Job Qualification Requirements (JQR) development, logistics support and program management support for shipboard Hull, Mechanical and Electrical (HM&E) equipment. The proposed period of performance will be 5 years. The Government intends to solicit and negotiate with only disabled veteran-owned small businesses. The solicitation package will only be available at the following: http://www.neco.navy.mil. Solicitation Package will only be available electronically. Requests will not be accepted. Interest parties must access the solicitation/amendments thereto, at the above site when the documents are issued. See Note 29
