NASA/GSFC has a requirement for a set of three Planacon Microchannel Plate (MCP)based detectors incorporating photocathodes, microchannel plates and anodes in a sealedvacuum enclosure. Delivery is required 2 weeks after receipt of the order.Item 1: 2 each, Detector Units ruggedized with 4 anodes internally shorted together. MCP resistance greater than or equal to 50 mega-ohms (MOhms).Item 2: 1 each, Benchtest Unit, not ruggedized, with internal anode shorting. MCPresistance greater than or equal to 50 MOhms. Wires from tables to side of MCP.NASA/GSFC intends to purchase the item(s) from Burle Industries, Inc. pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. Burle is capable of meeting the requirements by incorporatingphotocathodes, microchannel plates and anodes in a sealed vacuum enclosure that will fitinto the required volume (3 cm x 7 cm x 7 cm) producing a sealed microchannel platedetector with the gain, form factor and integrated anode and cathode that meet therequirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. EasternStandard Time on the date specified above. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
