Procurement of Electrometric Matrix Dressing
Contract Package No: GFP-12/09

IFB No. DFP/L&S-3/2009/6436/ 110 Dated: Nonember, 3 , 2009.

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue nos. 652, dated April 16, 2005.

2. The People's Republic of Bangladesh has received for a credit from the International Development Association (IDA) and grants from donors toward the cost of Health, Nutrition and Population Sector Program (HNPSP), and it intends to apply part of the proceeds of this credit and grants to payments under the contract for Procurement of Elastomeric Matrix Dressing (10cm10cm) - 0.1 million and Elastomeric Matrix Dressing (5cm10cm) - 0.2 million, under Contract package No. GFP-12/09. Bidding will be governed by the World Bank's eligibility rules and procedures.

3. The Director (Logistics and Supply) and Line Director (Procurement, Storage and Supply Management), Directorate General of Family Planning of the Ministry of Health and Family Welfare now invites sealed bids from eligible and qualified bidders who have manufactured and/ or supplied similar goods for five years and specific goods for at least two years under this invitation for procurement of:(1) 0.1 million pcs Elastomeric Matrix Dressing 4″x4″ (10 cm x 10 cm ± 5%) (2) 0.2 million pcs Elastomeric Matrix Dressing 2″x4″ (5 cm x 10 cm ± 5%) Under COntract Package No. GFP-12/09. The Delivery Schedule (Shipment) in weeks is : The entire Delivery (Shipment) shall be completed within 12 weeks from the date of opening of Letter of Credit in case of goods supplied from abroad and from the date of contract signing in case of the goods supplied from within Bangladesh.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May, 2004 and is open to all bidders from eligible source countries as defined in the Guidelines. However, the country mentioned in the Section .V is not eligible to participate under this credit.

5. Interested eligible bidders may obtain further information from the Director (Logistics & Supply) and Line Director (Procurement Storage & Supply Management), Directorate General of Family Planning, 6, Kawran Bazar, 5th floor, Dhaka-1215 and inspect the bidding documents at the address given below on all working days between 09:30 AM to 4.30 PM up to December 26, 2009.

6. A complete set of bidding documents in English may be purchased by the interested bidders during office hours up to December 26, 2009 on the submission of a written application to the address below and upon payment of a Non-refundable fee of Taka 6,500 (Taka six thousand and five hundred only) or US$ 100 (US dollar one hundred) only. The method of payment will be either in Pay Order or in Bank Draft from any schedule bank in Bangladesh or Certified check from reputable foreign bank acceptable to the purchaser. Bidding document may be collected by the bidder or by an authorized representative.

7. Bids must be delivered to the address below at or before 11:00 AM, Bangladesh Standard Time (BST) on December 27, 2009. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be opened in presence of the bidder representatives who choose to attend in person at the address below at 11:30 AM, BST on December 27, 2009. The bids must be accompanied by a bid security of BDT 390,000 (Bangladesh Taka Three Hundred and Ninety Thousand) or US$ 5600.00 (US Dollar Five Thousand Six Hundred) or equivalent amount in a freely convertible currency.

8. A Pre-bid conference will be held on November 22, 2009 in office room of undersigned at 11.30 AM, BST. All prospective bidders/bidder’s representatives are requested to attend the conference in time.
