Note: Bhutan Power Corporation Limited (BPC) intends to construct 220/132 kV Substation at Jigmeling in Gelephu (Package A) and 220 kV substation at Dhajey in Tsirang (Package B).
All Bids must be accompanied by Earnest Money/ Bid Security of Ngultrum/Rupees Eight (8) Million for Package A and Nu./Rs 4 Million for Package B in the form of Bank Draft or Bank Guarantee in the prescribed proforma given in the Bidding documents.

Bhutan Power Corporation Limited (BPC) intends to construct 220/132 kV Substation at Jigmeling in Gelephu (Package A) and 220 kV substation at Dhajey in Tsirang (Package B).
BPC invites sealed bids in two parts (Technical and Financial) from eligible contractors for construction of the substations. The tender is open to Contractors, who fulfill the pre-qualification criteria set out in the tender documents.
The scope of work in brief includes design, engineering, manufacture, supply, transportation to site, insurance, storage, erection, testing and commissioning of substations at Jigmeling and Tsirang. The scope of work shall also cover associated civil works, including design, construction of outdoor equipment foundations, gantry structures, cable trenches, earth mat, switchyard fencing, retaining wall, construction of control building etc. The above said scope of the work is only indicative. For details refer to Bidding Documents which will be available for sale from November 3, 2009.
Before submission of the bid, bidders are required to make themselves fully conversant with the complete bid specifications so that no ambiguity arises at a later date in this respect.
A pre-contract Integrity Pact, as given in the bidding documents, needs to be signed by the prospective bidders/contractors.
A complete set of bidding documents may be purchased by interested bidders meeting the qualification requirements or their authorized representative on submission of a written application to the address given below and upon payment of non-refundable fee of Nu. /Rs. 50,000/- (Fifty Thousand) in cash or in the form of a demand draft in favour of General Manager, Finance & Accounts Department, Bhutan Power Corporation Ltd., payable at Thimphu, Bhutan from November 3 to December 3, 2009. BPC shall not be responsible for loss of documents or delay in dispatch through post. The issuance of documents shall not be construed as automatic qualification of bidders.
All Bids must be accompanied by Earnest Money/ Bid Security of Ngultrum/Rupees Eight (8) Million for Package A and Nu./Rs 4 Million for Package B in the form of Bank Draft or Bank Guarantee in the prescribed proforma given in the Bidding documents.
Sealed Bids complete in all respects may be submitted to Executive Director, Development & Construction Department, BPC at the address given in the bidding documents, up to 1500 hours on January 16, 2010 and shall be opened on the same day at 1600 hours in the Conference Hall of BPC in the presence of the bidders or their authorized representatives who choose to attend.
The bidder’s representative(s), who choose to attend the bid opening, must produce a letter of authorization (specific to this tender), from the company, authorizing the bidder’s representative(s) to attend the bid opening. In the absence of such letter of authorization, the representative(s) may not be allowed to attend the bid opening.
BPC will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids and/or attending any bid clarification meeting(s).
The bidding document may also be downloaded from the website (www.bpc.bt). However, the interested bidders shall arrange for purchase of the bidding documents before the deadline for sale of bids. It shall be noted that in case of any discrepancy between the web copy and the hard copy sold by BPC, the provisions of the latter shall govern.
BPC reserves the right to cancel/withdraw/annul the bidding process without assigning any reason and shall bear no liability whatsoever consequent upon such a decision.
