A complete set of bidding document may be purchased by any interested eligible bidder on submission of a written application to the above address and upon payment of a nonrefundable fee of Nu.2,500.00 (Ngultrum two thousand five hundred only) with effect from October 26, 2009.

The Royal Government of Bhutan (hereinafter referred to as ‘RGoB’) has received an ODA Loan from Japan International Cooperation Agency (the erstwhile Japan Bank for International Cooperation and hereinafter referred to as ‘JICA’), in the amount of Japanese ¥3.576 Billion towards the cost of Rural Electrification Project on 9th May 2007. The Bhutan Power Corporation Limited (BPC) in its capacity of an Implementing Agency intends to apply a portion of the proceeds of the loan in addition to the fund made available by the RGoB to payments under the contract for the Construction of Electricity Distribution Infrastructure (Hereinafter Referred as “RE Works”) under the following packages.
Disbursement of funds (both by JICA for that portion of funds from the Loan and by RGoB for that portion borne by RGoB) will be subject, in all respects, to the terms and conditions of the Loan Agreement, including the disbursement procedures and the “Guidelines for Procurement under JICA ODA Loans” and the “Financial Manual of RGoB”, respectively, wherever applicable. No party other than RGoB, its authorized representative and Bhutan Power Corporation Limited (hereinafter referred to as ‘BPC’) shall derive any rights from the Loan Agreement or have any claim to loan proceeds. The above Loan Agreement will cover only a part of the project cost. As for the remaining portion, the RGoB will take appropriate measures for finance.
JICA requires that bidders and contractors, as well as BPC, under contracts funded with JICA ODA Loans and other Japanese ODA, observe the highest standard of ethics during the procurement and execution of such contracts. In pursuance of this policy, JICA;
(A) will reject a proposal for award if it determines that the bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question;
(B) will recognize a contractor as ineligible, for a period determined by JICA, to be awarded a contract funded with JICA ODA Loans if it at any times determines that the contractor has engaged in corrupt or fraudulent practices in competing for, or in executing, another contract funded with JICA ODA Loans or other Japanese ODA.
BPC now invites sealed bids from Class C & above categories of Bhutanese National Contractors with W4 (Power and telecommunications) valid License and registered with the Construction Development Board (CDB) for the construction of electricity distribution infrastructure (Rural Electrification) works for the purpose of the Project.
Interested eligible Bhutanese national contractors may obtain further information on the bid form and inspect the bidding document at the office.
A complete set of bidding document may be purchased by any interested eligible bidder on submission of a written application to the above address and upon payment of a nonrefundable fee of Nu.2,500.00 (Ngultrum two thousand five hundred only) with effect from October 26, 2009.
The estimated date of award is January 2010.
All bids must be accompanied by a fixed Bid Security amount mentioned against individual package in Bhutanese Ngultrum (Nu.), and must be delivered in accordance with the Instructions to Bidders on or before 1200 hours on November 24, 2009 and will be publicly opened thereafter.
BPC will not be responsible for any expenses incurred by bidders in connection to the preparation or delivery of bids. It may also be noted that the CDB norms on the works in hand shall be strictly applied right from the time of sale of tenders.
