Note: All tenders should be accompanied by 2% EMD only in the form of Cash Warrant/Demand Draft/Bank Guarantee in favour of Managing Director, Bhutan Telecom Limited, Thimphu.

Bhutan Telecom Limited invites sealed bids from eligible local and outside supplier’s holding valid trade license or manufacturers/authorized dealers for the supply of B-Mobile Data Cards as per the details specified in Annexure I subject to the following terms and conditions:
Sealed tenders containing the bids shall be marked BTL/B-Mobile Data Cards/2010 and submitted to the Finance Division, Bhutan Telecom Limited, on or before 1100 hours of 25th November 2009. Tenders will be opened immediately thereafter on the same day at 2.00 PM in the conference hall of Bhutan Telecom Limited in the presence of the bidders/bidders’ representatives who choose to attend.
All tenders should be accompanied by 2% EMD only in the form of Cash Warrant/Demand Draft/Bank Guarantee in favour of Managing Director, Bhutan Telecom Limited, Thimphu. Any tender for which bid security is not provided shall be rejected. Earnest money shall be returned on finalization of tenders. Earnest money shall be forfeited if the bidder is not earnest about the bid.
All the prices quoted should be CIF Bhutan Telecom Limited headquarters in Thimphu and exclusive of all duties and taxes. However, any taxes or duties applicable within the supplier’s country shall be the responsibility of the supplier and should be added to the cost of material offered.
All prices quoted should be on a per unit basis and valid till December end 2010. The approximate quantity and quality of cards to be purchased and supply schedule are defined in Annexure I which will remain valid for the supply period. The selected bidders will be contracted for a period of one year and made to supply additional requirements on repeat order basis within the contract period without any change in the price.
Supply of full quantity should be completed within 30 days from the date of issue of our work order failing which, penalty will be levied @ of 0.5% of the purchase order value for every week’s delay subject to a maximum rate of 10%. Purchase order shall be treated cancelled thereafter and will be awarded to the next lowest bidder. In case of such event, the clause no.09 shall come into force/effect.
Bhutan Telecom Limited reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidders of the grounds for the purchaser’s action.
Bhutan Telecom Limited reserves the right at the time of the contract to increase or decrease the quantity of cards, without any change in price or other terms and conditions.
The successful bidders (Both local & international) shall be required to furnish performance security of 7% of the purchase order value within seven days from the issue of our confirmed purchase order. If the selected supplier fails to oblige with this clause, the order will be cancelled immediately and awarded to the next lowest bidder.
If the selected bidder fails to supply the full quantity of the material specified, Bhutan Telecom Limited shall recover as liquidated damages, the difference between the contracted rates and the actual price paid by the purchaser for the quantity not supplied.
The selected supplier will have to sign a detailed contract with Bhutan Telecom Limited prior to issuance of our first purchase order.
Bhutan Telecom Limited also reserves the right to call quotations directly from the manufacturer in case of tie-up and compare the rates with that of the one offered by the local bidders.

Note: Please note that all 3G data cards must be downward compatible.
Technical details on the requirement will be provided once the tender is finalized,
The total requirement will be about 1000 cards for 2010. About 75% will be GPRS/EDGE cards and the rest 3G cards,
The bidder must have proven past record for supply of cards to home country and outside,
Bidders from outside Bhutan should be thoroughly aware of export documentation and other transit formalities,
Please note that the supplier should have reliable contact telephone/mobile numbers and email address for speedy transfer of data, artwork and files,
Although, normal delivery schedule is within 30 days from the PO date, the supplier must be in position to supply goods at very short notices during unforeseen escalation of demand for cards,
