Expressions of interest

PFSA is a government institute responsible for handling the procurement, storage and distribution of health commodities to all public health facilities in a sustainable and affordable manner. PFSA is entrusted with the responsibility of handling the procurement packages which are provided under the Health Component (Program B) of the Protection of Basic Services Program Phase II Project which is financed by the International Development Association (IDA) and other development partners. In order to efficiently implement the procurement processes of the health component B of the project, provision was made for PFSA to hire the necessary procurement staff.

PFSA is, therefore, looking to engage the service of a Procurement Expert to provide support for the procurement activities under component B of PBS II.

OBJECTIVE OF THE ASSIGNMENT:
The objective of the assignment is to increase the efficiency of the processing of procurement under Sub-program B of the PBS Phase II project as well as to provide all the necessary support to procurement staff at PFSA on international procurement through the provision of a highly qualified and skilled procurement officer

EXPECTED OUTPUT:
- A detailed Work Plan;
- Approved updated project procurement plans;
- A procurement data management system; and
- Completed procurement packages for goods and consultancy services provided in the procurement plan for PBS Phase II project;
- Sample “good practice” bid packages and evaluation reports for each method of procurement for goods, .

SPECIFIC RESPONSIBILITIES:

- Review the Project Appraisal Document, and the Development Financing Agreement for PBS Phase II Project. .
- Make contact with all the allocated PSCAP executing agencies and prepare a Work Plan for the approval of the World Bank
- Meet with the Director of pharmaceuticals and medical equipment Directorate and all the staff involved in procurement.
- Facilitate and update the project procurement plan;
- Prepare all bid packages
- Establish a Procurement Data Management System
- Prepare periodic procurement status report to be submitted to Management of PFSA and Development Partners.
- Follow-up opening of letter of credits and all required Bank formalities.
- Follow-up arrival and collection of documents from Banks.
- Forward documents to the respective clearing agent.
- Follow-up clearing and forwarding from ports/airports.
- Arrange for the timely inspection of goods by the concerned body.
- Fulfill Bank’s required formalities.

QUALIFICATIONS:
- BA in Management, Economics, Pharmacy. A masters degree is an added advantage A minimum of 8 years of direct relevant experience in public procurement, including broad expertise in the management of procurement in the public and/or private sector;
- A minimum of 5 years of direct relevant experience in procurement in World Bank financed projects;
- State-of-the-art knowledge of the concepts, principles and practices which govern international procurement,
- Proven analytical and evaluative skills on key procurement issues and problems;
- Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing in English;
- Strong interpersonal skills and orientation as a team member;
- Ability to deal sensitively and build effective working relations with clients and colleagues.
- Familiarity with The World Bank Procurement Guidelines would be mandatory.
- Demonstrated skill in computer application and use of software programs is an essential requirement.
