Assignment Overview

Assignment Title: Forests and Fragile States

Assignment Country: World

Assignment Description

This is a short term consultancy to assist in developing a program on conflict/post-conflict and forests and to assist in organizing downstream work around the themes of: the impacts of conflicts on forests; financial flows to conflict linked to illegal logging; and some of the characteristics of fragile states emerging from conflict which need to be addressed to help prevent forest loss. The work is expected to contribute to a symposium during which these themes will be addressed.

Funding Source:

The World Bank intends to finance the assignment described below with trust funds made available from the multi-donor partnership Program on Forests (PROFOR). PROFOR supports analytic work and knowledge management and dissemination on forest issues related to livelihoods, governance, finance and cross sectoral cooperation. Housed within the World Bank SDN Forests Team, the PROFOR Secretariat closely aligns its work with the objectives of enhancing forests' contribution to poverty reduction, sustainable development, and the provision of environmental services.

Eligibility:
There are no eligibility restrictions.

Individual/Firm Profile:
The consultant should be an individual or an individual expert proposed by a firm.  The selected candidate would meet the following criteria:
• post graduate degree (preferably a Ph. D.) in natural resource policy and management or natural resource economics, with a minimum of 5 years relevant experience;
• demonstrated expertise and knowledge in areas related to conflict, post-conflict, and fragile states;
• good knowledge of forest governance reforms and familiarity with major developments and new initiatives in these areas;
• familiarity with international governance conventions and initiatives;
• ability to liaise with experts in fields related to these areas;
• demonstrated achievement in positions that require strong analytical and writing skills;
• ability to work in a multicultural and multidisciplinary team;
• excellent command of written and spoken English. Additional language knowledge (French, Spanish) additional benefit.


Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Interested consultants are hereby invited to submit expressions of interest.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
