NOTICE: The solicitation number for this procurement was changed from SP0600-09-R-0548 to SP0600-10-R-0512. Solicitation SP0600-10-R-0512 will be issued to acquire a 3 million gallon Jet A1 storage facility with the capability to receive, store, additize, and issue Jet A1 or JP-8 within a 50 mile radius of Sharana, Afghanistan. At a minimum, the facilities useable capacity shall be 71,429 Barrels, 3,000,000 USG. The storage and handling facilities must be capable of receiving, blending, storing, protecting, and shipping one or multiple grades of (capitalized) U.S. Government-owned petroleum product through a dedicated Contractor-Owned, Contractor-Operated (COCO) petroleum facility to designated locations. The truck fill stand facility shall be capable of loading and shipping tank trucks to meet the 24 hour delivery requirement of 250,000 US Gallons per day. The Contractor�s facilities shall be primarily capable of shipping U.S. Government owned product via an underground 6� pipeline to be provided by the contractor from the storage facility and to the Sharana Airbase fuels facility. The solicitation will be issued on or about 2 November 2009 and the Request for Proposal (RFP) closing date will be on or about December 2009. This procurement will be a full and open competition. The solicitation will be published electronically on the fedbizopps.gov website. NOTICE: The solicitation number for this procurement was changed from SP0600-09-R-0548 to SP0600-10-R-0512. Amendment 0005 for the Sharana, AF procurement under solicitation #SP0600-10-R-0512. adds clauses required by the Joint Contracting Command-Iraq and Afghanistan, provides a matrix to show the correlation between the clause number and date of those clauses included in the solicitation and amendments 0001-0004 and the new clause number and date of those clauses incorporated as required by the current DLA Energy numbering procedure, and provides full text clauses of all clauses included in the solicitation and amendment 0001-0005 (to include the clauses added in item A of the amendment). Clause headings highlighted in yellow in the Table of Contents and body are updated for more content than simple name changes.
