This is a combined synopsis/solicitation for commercial service prepared in accordance with FAR Part 13. This announcement constitutes a recompete effort resulting from an Agency protest. Proposals are being requested in accordance with the attached RFQ. A pre-propsal meeting is scheduled for 24 Nov 09, see details in attached PWS in RFQ.

The following questions have been submitted:
1. Will our firm need to have a Facility Cleanrance in order to perform the statement of work identified in the proposal?
2. If the answer to #1 is affirmative and ? qualifies as a bidder for the solicitation, can the contracting office submit a request to the Facility Clearance Branch at Defense Industrial Security Office (DISCO) to clear us as a prospective bidder?
3. Can you tell us the estimated start and end time for the meeting?
4. Due to the security clearance requirement, are there specific steps that must be followed to have our program manager come on site?

Answers:
1. Yes
2. The COR will initiate a DD Form 254.
3. The meeting will start at 9:00 and should be over approximately at noon.
4. Security clearances are not necessary for the meeting, because we will be in an unclassified area.

All other questions will be answered in our Pre-award meeting.

Amendment hereby changes date to receive proposals from 10 Dec 09 (Amendment 1) to 28 Dec 09, and cancels pre-proposal meeting scheduled for 24 Nov 09 at 09:30 at the National Ground Intelligence Center, Charlottesville, VA.

The preferred method for addressing any questions by prospective offerors is via email. Your questions should be emailed no later than 12:00 NOON 4 Dec 09 to janet.b.lamb@us.army.mil. Each question will be answered via amendment NLT 11 Dec 09.

The newly established expected date of award is now 1 Feb 2010.
