SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): This Contract
is being let by East Renfrewshire Council and is to provide a carers
service for adults and young people for a period of three years with an
optional extension of one further year. The successful Provider will be
required to provide a comprehensive range of support for carers of all
ages residing in the area coterminous with East Renfrewshire Council. This
service is being arranged for the Community Health and Care Partnership,
CHCP.
As a guide the Council has historically spent approximately 200 000 per
annum on Carers Services.
Interested organisations should note this exercise will be conducted using
the Restricted Procedure. Stage 1 will be the Pre Qualification
Questionnaire with successful Tenderers moving onto stage 2 - Tender
Document.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: As a guide the Council has historically
spent approximately 200 000 per annum on Carers Services.
This Contract is being let for a period of three years with an optional
extension of one further year.

months: 36 (from the award of the contract).

be required to provide a statement, covering the 3 previous financial
years including the overall turnover of the candidate and the turnover in
respect of the activities which are of a similar type to the subject
matter of this notice.

VI.1) THIS IS A RECURRENT PROCUREMENT: Yes.

VI.3) ADDITIONAL INFORMATION: The pre-qualification questionnaire for the
Provision of Carers Services can now be downloaded from the BiP Solutions
website. To be able to access this document you will firstly need to
register your company details at www.delta-ets.com and thereafter you will
be issued with a username and password. You must then log back into
Delta-ets and click on the Vault tab. You will be able to view and
download the ITT documentation, please ensure that you download all
documents.
If you have registered with Delta previously, please follow the link shown
and click on the 'Delta-ets Home' tab instead. This will redirect you to
the home page where you can log on using your existing username and
password to collect the tender documents.
Your tender response should be uploaded into the Vault by 12:00 noon on
Monday 30.11.2009. It is recommended that your PQQ response should be
uploaded to the Vault at least 3 hours before the closing time designated.

VI.4) PROCEDURES FOR APPEAL
VI.4.1) Body responsible for appeal procedures: see section - name and

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: East Renfrewshire Council incorporate a standstill period
of 10 calendar days from the date that information on the award of the
contract is communicated to the tenderers. This period allows unsuccessful
tenderers to challenge the proposed contract award before the contract is
entered into. Such challenge should be intimated to Corporate Procurement
at the address specified in part 1.1 of the contract notice. If a
challenge regarding the award of contract has not been successfully
resolved, the Public Contracts (Scotland) Regulations 3006 (SSI 2006 No.1)
provide for aggrieved parties who have been harmed or are at risk of harm
by a breach of the rules to take action in the Sheriff Court or Court of
Session. Any such action must be brought promptly, generally within 3
months. Where a contract has not been entered into the Court may order the
setting aside of the award decision or order the authority to amend any
document and may award damages. If the contract has been entered into the
court may only award damages. The purpose of the standstill period
referred to above is to allow parties to apply to the courts to set aside
award decisions before the contract is entered into.
