II.1.5) Short description of the contract or purchase(s): Islington
Council invites appropriately experienced organisations to apply for the
contract for the development of a new flagship building for our
multi-agency Children Looked After Service. Current status The building
will be at our Elwood Street site, which already houses our Quality &
Performance Service. Both services form part of Children’s Social Care
which is responsible for safeguarding and promoting the welfare of some of
Islington’s most vulnerable children and for ensuring that children looked
after by the local authority are supported to do well in terms of their
health and education. The final mix of services on the site will include
office accommodation and a variety of frontline services with a diverse
range of users and visitors including children and young people, their
families, foster carers and adopters, and staff from a range of different
organisations. The requirement The successful contractor will: Redevelop
the existing accommodation located on the Elwood Street site. It is
anticipated that the redevelopment will comprise of a mixture of
demolition, new build and refurbishment of existing accommodation. It is
anticipated that the contractor will provide design and build services
from RIBA Stage D (Planning) onwards and that the appointment will be
based on the JCT Design and Build Contract 2005 Rev 2 2009. The contractor
will be responsible for employing a full design team after planning
permission has been approved and for the construction of the building. It
is anticipated that the original design team employed by Islington Council
will be novated to the successful contractor. The contractor will then be
responsible for the full detailed design and subsequent construction of
the scheme. The contract will commence immediately with the total
construction period expected to extend for approximately fourteen months.
The total value of the construction costs is estimated at 4 000 000 GBP
plus VAT. The contractor’s responsibilities will include the application
for and liaison with the Council for the Building Control Approval, with
the facilities companies for the new services connections (water,
electricity, gas, telephone, etc) and with all the suppliers and
sub-contractors. The contractor will also be responsible for discharging
any planning conditions which the Council may set. The contractor may also
be required to utilise local labour and provide training opportunities for
young people during the construction work.
