This Request for Expressions of Interest replaces the one previously published on October 23, 2009 for consulting services forverification of civil drawings, manufacturing drawings and technology drawings;procurement assistance for main works; supervisionof quality of construction and installation of main works

The Socialist Republic of Vietnam has applied for financing from the World Bank toward the cost of the Trung SonHydropower Project, and it intends to apply part of the proceeds for consultantservices to assist the Project Owner in procurementand supervision of construction of the dam and supply and installation of hydro-electrical equipment for the project.

Project description and scope of work of the consulting services:

Trung Son Hydropower Plant is located on main streamof Ma river, Trung Son commune, Quan Hoa District, Thanh Hoaprovince, Vietnam; 200km west of Thanh Hoa city, 175km Southwest of Ha Noi city. The project has installed capacity of 260MW andannual energy output of 1,055 million KWh. Total investment cost of the project is 386 million US Dollars, of which 330 million USDollars is expected to be financed by the World Bank, the remaining of 56 million US Dollars is financed by Vietnam Electricity(EVN) # the Project Owner. The project would comprise (i) an RCC dam of 84.5m high and 523m long creating a reservoir with totalvolume of 348 million m3; (ii) Power house with four turbines of total capacity of 260 MW; (iii) 64 km of 220 kV transmissionline; (iv) 22 km of access road; and (v) ancillary works such as borrow pits, and a workers' camp for up to 4000 workers.

It is expected that construction of the dam and supply and installation of equipment for the project would beprocured in three contracts using international competitive bidding (ICB) methods:

Contract W-MW-01: Preparation of construction drawings and construction of the main dam, spillway, diversionworks, power line (intake, penstocks, powerhouse), 220kV transmission line and switchyard, etc), installation of hydro-mechanicalworks and other relatedancillary works

Supply and installation of electro-mechanical equipment, including design, manufacturing, transport, installation,testingand technical transfer of the equipment.

An Environmental Management Plan (EMP) is being prepared for the project which is to be implemented by thecontractors/suppliers under supervision of TSHPMB.

The construction schedule is from 2011 to 2015.

The Consultant services would:

Assist Trung Son Hydropower Project Management Board(TSHPMB) in bid evaluation and contract finalization for thecontracts.

Assist TSHPMB in supervision of implementation of the three contracts

Assist in supervision of implementation of the EMP for the project

Provide training and capacity building for PMB staffon construction management and supervision. The training wouldinclude both theory and on the job training.

The selected consultant would be require to provide the service throughout the entire period from bid evaluation,contractfinalization and implementation of the contracts. It is expected thatthe assignment would start in late 2010 to 2015.

Trung Son Hydropower Project Management Board as theProject Owner's representative now invites eligibleconsultants to indicate their interest in providing the services. Interested consultants must provide information indicating thatthey are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions,availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. In this case,consultants should indicate in their Expression of Interest that whether they will associate in the form of joint ventureorsub-consultancy arrangement. It is noted that in case of joint venture, all members of joint venture shall be jointly andseverally liable for execution of contract and one member shall be appointed to represent the joint venture.

A consultant will be selected in accordance with theprocedures set out in the World Bank's

Guidelines: Selection and Employment of Consultants by World BankBorrowers

dated May 2004, revised October 2006.
