Eligibility of Bidders:   Qualifications requirements include:
(a) (a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
The Bidder shall furnish documentary evidence that their annual turnover is more than 1.5 times the price of their bid.. Alternatively they shall include a letter from a reputed bank indicating their financial status which will include their ability to perform the contract of magnitude equivalent to the quoted price.
(b) Experience and Technical Capacity
The bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s)
• bidder must provide evidence of having executed at least one contract for supply of same or similar type of item(s) and with the same size within the period of last five years.
• (c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the requirement :
• Manufacturer’s quality standard certificate or any other documents which assures of the quality of the materials offered as per requirement

INTERNATIONAL COMPETITIVE BIDDING
for
Procurement of Personal Protective Equipments Kits for Avian Flu
IFB No – MOA/1068/AH/12/ICB

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business issue No. 695 dated January 31, 2007.
2. Ministry of Agriculture, Irrigation and Livestock of Islamic Republic of Afghanistan has received Grant from AHITF Grant TF057769-AF the International Development Association IDA, World Bank toward the cost of Avian Influenza Control and Human Pandemic Preparedness & Response and it intends to apply part of the proceeds of this Grant to payments under the Contract for Procurement of Personal Protective Equipments Kits for Avian Flu, IFB No – MOA/1068/AH/12/ICB

3. The Afghan Reconstruction & Development Services (ARDS), acting on behalf of the Ministry of Agriculture, Irrigation and Livestock , now invites sealed bids from eligible and qualified bidders for Procurement of 10,000 sets (4000 Large, 4000 medium & 2000 Extra Large Size) of Personal Protection Equipments Kits comprising of following items in each set:

2 Safety Goggles 1 pair

3 Coveralls ( Large, Medium or Extra Large)

4 Overboots, (Large, Medium or Extra Large)
1 Pair
5 Disposable Gloves made of latex (Large, Medium or Extra Large) 1 Pair
6 Disposable Gloves made of Vinyl,(Large, Medium or Extra Large) 1 pair
7 Disposable Aprons made of polyethylene,
(Splash Proof) (Large, Medium or Extra Large) 1 No
8 Bio hazard Bag
1 No
9 Germicidal Disposable Wipes (Bactericidal, fungicidal, virucidal) 1 Packet having 1 piece pre-moistened wipe, size of wipe (approximately 29.21 cm x 29.84 cm) Net contents approximately 19.4 grams.
10 Alcohol Prep PAD packet 2 small packets each packet having 1 piece Alcohol Prep (pre-moistened pad)

Bidders shall quote for the complete requirement of goods ( entire 10,000 sets consisting of all items in each set as indicated in the above table) on a single responsibility basis failing which such bids will not be taken into account for evaluation & will not be considered for award.
4.. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits May 2004 and Revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Afghanistan Reconstruction and Development Services (ARDS) (email ards.procurement@ards.org.af Program Manager : np.sinha@ards.org.af ) and inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

7. A complete set of Bidding Documents in English may be obtained free of cost by interested bidders by downloading the same from the ARDS website www.ards.org.af. In case of any difficulty in downloading from website, interested bidders may contact at e-mail address ards.procurement@ards.org.af.
8. Bids must be delivered to the address below at or before 14:00 Hrs (local time) on 23 December, 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened immediately after the deadline of bid submission, at the same place of bid submission in the presence of the bidders’ representatives who choose to attend in person.
9. All bids must be accompanied by a Bid Security of USD 5000 or an equivalent amount in a freely convertible currency valid up to 20 April, 2010.
10. A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
