1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue appeared in Development Business, issued on 21st of May 2007.

2. The Azerbaijan Government has received a credit from the International Development Association toward the cost of Judicial Modernization Project, and it intends to apply part of the proceeds of this credit to payments under the Contract No: 2.14-CW/ICB-07 for Construction of Baku city Yasamal District Court.

3. The Ministry of Justice of the Republic of Azerbaijan now invites sealed bids from eligible and qualified bidders for Construction of Baku city Yasamal District Court. The construction period is 17 months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, revised October 2006), and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from the Project Implementation Unit of the Judicial Modernization Project under the Ministry of Justice, office_jmp@justice.gov.az; jmpofficeaze@yahoo.com and inspect the Bidding Documents at the address given below: Project Implementation Unit of the Judicial Modernization Project, AZ1073, 1, Inshaatchilar avenue, 5th floor, room #505, Baku, Azerbaijan from 9:00 a.m till 18:00 p.m. except week-end.

6. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee AZN 250.00 (or equivalent in hard currency) by transferring to the following Bank account:

The Bidding Documents will be sent by courier service and by E-mail.

7. Bids must be delivered to the address below at or Project Implementation Unit of the Judicial Modernization Project under the Ministry of Justice of Azerbaijan Republic; AZ1073, 1, Inshaatchilar avenue, 5th floor, room#505, Baku, Azerbaijan at or before 9th of December 2009, 15:00 p.m. (Baku time). Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the Tender Commission and bidders’ representatives who choose to attend in person at the address below: The Ministry of Justice of Azerbaijan Republic, AZ1073; Baku, Azerbaijan; 1, Inshaatchilar avenue, 5th floor, room 505; 9th of December 2009, 15:05 p.m. of Baku time.

8. All bids must be accompanied by a Bid Security in amount of AZN 180,000 or an equivalent amount in a freely convertible currency.
