The Department of Health, through the General Appropriation Act 2009 intends to apply the sum of One Hundred Nineteen Million Nine Hundred Seventy Seven Thousand Two Hundred Fifty Four Philippine Pesos and 31/100 (Php 119,977,254.31) being the Approved Budget for Contract (ABC) to payments under the contract for the Construction of the Philippine Blood Center. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2.The Department of Health now invites bids for the Construction of the Philippine Blood Center. Completion of the Works is required by three hundred (300) calendar days. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. For this purpose, similar contracts shall refer to construction of new buildings with the following scope of works:
1. Concrete and Masonry
2. Structural and Architectural Metals
3. Thermal and Moisture Protection (i.e. roofing & waterproofing works)
4. Doors and Windows
5. Finishes
6. Architectural Glass and Glazing Works
7. Sanitary/Plumbing Works
8. Electrical Works
9. Mechanical Works including automatic fire sprinkler system, ventilation and air-conditioning and elevator system.

The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3.Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184) otherwise known as the "Government Procurement Reform Act".

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

4.Interested eligible bidders may obtain further information from Department of Health and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m.

5.A complete set of Bidding Documents may be purchased by interested bidders from the address listed below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Php 15,000.00.

It may also be downloaded from the website of the Philippine Government Electronic Procurement System (PHILGEPS) and the website of the Department of Health, provided that bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.

6.The DOH will hold a Pre-Bid Conference on November 3, 2009, 2:30 p.m. at the COBAC Conference Room, Ground Floor, Building 6, Department of Health, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila, which shall be open to all interested parties who have purchased the Bidding Documents.

7.Bids must be delivered to the COBAC Conference Room, Ground Floor, Building 6, Department of Health, San Lazaro Compound, Rizal Avenue, Sta. Cruz, Manila on or before November 16, 2009, 10:00 a.m.. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 21.

Bids will be opened in the presence of the bidders' representatives who choose to attend at the address above. Late bids shall not be accepted.


8.Eligible Bidders shall submit a Certified True Copy of Valid PCAB license for Size Range - Medium B, License Category - A, General Building;
