SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Public Health Observatory in relation to the health and healthcare of
people with Learning Disabilities.

II.1.5) Short description of the contract or purchase(s): The Department
of Health (the Department) is inviting expressions of interest from
organisations who are interested in bidding to provide the following
service in England:
— A time limited public health observatory (PHO) service in England in
relation to the health and healthcare of people with learning
disabilities.
The Department is also inviting expressions of interest from organisations
in bidding to provide a time limited confidential inquiry in England into
the premature deaths of people with learning disabilities. That is the
subject of a separate contract. That is the subject of a separate
contract. The Department is prepared to consider bids from one
organisation for both the public health observatory and confidential
inquiry, but separate expressions of interest will need to be submitted
for the two pieces of work.
Background.
Valuing People Now: a new three year strategy for people with learning
disabilities (2009) sets out the Government’s commitment to undertake a
confidential inquiry into premature deaths among people with learning
disabilities and to establish a public health observatory to improve
information and data in relation to the health and healthcare of people
with learning disabilities. For further information see:

Both these commitments were made in response to Healthcare for All, the
report of an independent inquiry, chaired by Sir Jonathan Michael, into
access to healthcare for people with learning disabilities. A copy of that

The PHO service will include work to improve the data and information
available to Primary Care Trusts and local authorities so that they can
commission services in ways that most effectively meet the health and care
needs of people with learning disabilities, and so that they can better
monitor quality of care and health outcomes. This will include developing
data and information sets, identifying examples of good practice,
developing tools to support commissioners in developing their own data and
information and embedding in on-going commissioning, and providing
practical tools and advice to help track people’s journeys through the
health and care systems.
The Department has established a Project Steering Group to oversee the
tender process, comprising representatives of people with Learning
Disabilities, their families and carers, Mencap, and NHS Commissioners, as
well as a project team from the Department to provide the necessary
project management function. In addition, the Department has established a
smaller Evaluation Panel – comprising some members of the Steering Group -
to provide recommendations to that Group on the expressions of interest,
and subsequently the tenders received. More details about the tender
evaluation process will be contained in the Invitation to Tender pack. The
tender process to select suppliers will occur over the coming months with
contracts anticipated to commence in March 2010.
The PHO is due to run over three years from March 2010 to February 2013,
with the service provider submitting regular written reports to the
Department. Initially the successful provider will have a contract to run
the PHO for twelve months to March 2011. The successful provider will
submit a detailed interim report by January 2011 for the Department to
assess the likelihood of delivery of the desired outcomes. At that stage
the Department will decide whether to extend the contract for a further
two years to February 2013 to complete the work of the public health
observatory.
