SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Framework for a Comprehensive Repairs Service comprising Day to Day
Reactive Repairs, Void Property Repairs and Capital Programme Improvement
and Adaptation Works.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.
Main site or location of works: Wales.

II.1.3) The notice involves: The establishment of a framework agreement.
II.1.4) Information on framework agreement: Framework agreement with
several operators.
Maximum number of participants to the framework agreement envisaged: 8.

II.1.5) Short description of the contract or purchase(s): The notice is
being issued by the Undod, a Strategic Collaborative Framework which is a
consortium of a number of housing organisations that provide affordable
housing in Wales. The Undod Consortium is made up of:
— Cymdeithas Tai Clwyd - more than 1 600 properties spread across
Denbighshire, Conwy, Gwynedd, Wrexham, Flintshire and Powys,
— Cymdeithas Tai Eryri - around 1 600 properties in Gwynedd and Anglesey,
increasing to around 1 800 when Homebuy and Shared Ownership properties
are included,
— First Choice Housing Association - as the only specialist provider of
housing in Wales for people with learning difficulties, FCHA can work in
all 22 Welsh local authority areas. They currently work in 17 local
authority areas in Wales and also have properties in Shropshire; in total
providing accommodation for around 400 people,
— Mid-Wales Housing Association - around 1200 properties, mainly across
Powys and Ceredigion, with a few in Shropshire,
— North Wales Housing/Tai Gogledd Cymru - more than 2,200 properties
spread across Conwy, Gwynedd, Ynys Mon and Denbighshire.
Other Contracting Authorities may join this arrangement at a later date.
Applications are invited from experienced service providers who have a
proven track record of providing high quality building services in
occupied properties using a customer focused approach particularly in the
social housing sector.
All contract performance will be monitored using a comprehensive set of
performance indicators. The successful service providers will be expected
to actively engage with the housing service in the establishment and
reporting of performance and customer satisfaction measures and to take
ownership in the achievement of performance targets.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The contracts will be let for up to a 4
year term. The actual annual contract value is not guaranteed and may
fluctuate as it is dependent on available funding which is influenced by
changes in Central Government and Council policy.
The contracting authority is seeking providers for but not limited too -
General Builders Works – Concrete, Timber Frame, Brickwork and Roofing;
Carpentry/wet trades including kitchen upgrades; Windows and doors,
Heating and plumbing; Electrical, Painting etc).
We are seeking no more than 2-3 providers for each works package although
single source providers will also be considered along with
contractors/consortia that are able to provide a combination of work
types.
Contractors/consortia/providers will be required to provide an out of
hour’s emergency service.
The contracts, which may be extended to include other building maintenance
and new build requirements managed by the Contracting Authorities, will
include but may not be limited to the following range of work:
Responsive repairs including Out of Hours;
Reinstatement of void properties;
Heating systems;
External works;
Cyclical, electrical works/electrical upgrades;
Internal refurbishment of bathrooms;
Cyclical painting and pre painting repairs;
Internal refurbishment of kitchens;
Installation of new pVCU windows;
Installation and repair of door entry systems;
Provision of new fencing;
Roofing works;
Provision of facilities for disabled occupants.
Other related maintenance services considered appropriate.
Estimated value excluding VAT:
Range: between 10 000 000 and 15 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: The Consortium Members option to extend the
initial 2 year Contract term for planned and reactive maintenance, on a
year by year basis, for up to a further 2 years.
Provisional timetable for recourse to these options: in months: 24 (from
the award of the contract).
Number of possible renewals: Range: between 1 and 2.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Parent company guarantees,
performance bonds, warranties and/or deposits may be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be included in
the contract documentation.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: In the event of a group of
organisations submitting an acceptable offer it will be necessary to
provide an undertaking that each organisation will be jointly and
severally responsible for the due performance of any contract entered into
between the Consortium Member and such organisations.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Bidders who satisfy any of the criteria for rejection set out in
Regulation 23(1), Public contracts Regulations 2006 shall be treated as
ineligible. Bidders may be requested to provide such evidence as is
reasonably necessary to allow Undod to establish that the aforementioned
criteria does not apply to them.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: As detailed
in the Pre Qualification Questionnaire ("PQQ") referred to below that will
be sent to applicants who respond to this Notice. The PQQ must be
completed and returned with all required supporting information by the
deadline listed in section IV.3.4 of this Notice.

necessary for evaluating if requirements are met: As detailed in the Pre

applicants who respond to this Notice. The PQQ must be completed and

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 6. Maximum number: 12
Objective criteria for choosing the limited number of candidates: The top
scoring applicants as determined through evaluation of the PQQ submissions
and using the criteria in accordance with regulations 23(1), 24 and 25 of
the Public Contracts Regulations 2006.
The tender evaluation and contract award process will be a staged process
involving a reduction in number of bidders at successive stages.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

It is anticipated that the Transfer of Undertakings (Protection of
Employment) Regulations 2006 (“TUPE”) will be applicable to this Reactive
Maintenance contract. Bidders will be expected to consider the application
of TUPE to this contract. Details of relevant employee liability
information will be provided to bidders who are invited to tender.
