The U.S. Department of the Treasury's Office of Technical Assistance is competitively recruiting individuals to serve as part time advisors to advise the Afghan government regarding internal and management controls and internal auditing. Advisors are hired to work for the Revenue Policy and Administration Program under personal services contracts or through the Intergovernmental Personnel Act Mobility Program, which provides for the temporary assignment of personnel between federal, state and local governments and other eligible organizations (www.opm.gov/PROGRAM/IPA/). Assignments will typically consist of a series of 3 to 4 week stints in Afghanistan, with additional work being performed at home.

Candidates must be U.S. citizens.

RESPONSIBILITIES: Provide technical advice on accounting and auditing related issues to policy and working counterparts. Design internal auditing organizations including specifying staffing complements and job descriptions. Draft and implement new laws, regulations, standards and manuals applicable to accounting and internal auditing policies and procedures. Organize and perform on-the-job and classroom training in internal control and internal auditing related areas.

QUALIFICATIONS: BA in accounting or finance required with CPA certification preferred. 5+ years in a financial leadership position such as controller or management of internal audit operations in state or mid-sized local government. Strong knowledge of and experience with internal controls, business processes, financial management systems, financial reporting, chart of accounts. Proficient in use of personal computers and MS Office Products and general office equipment. Self-starter with ability to work independently. Exceptional analytical and problem solving abilities. Ability to motivate the client and build consensus. Ability to change focus and approaches based on needs of the client. Strong communication and leadership skills. Knowledge of international standards and best practices desirable.

SALARY AND BENEFITS: Salary will be negotiated in accordance with program regulations based on demonstrated salary history. Expected compensation currently ranges from $120,830 to $162,900 (plus 35% premium for work in Afghanistan). Overseas benefits are provided as allowed by Federal regulations. Successful applicants will be subject to a background security investigation at the appropriate level and will need to have a medical clearance. This announcement is open and continuous until December 31, 2009, although selections are expected to be made in advance of that date.
