This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 699 of 31 March 2007.

The Government of Albania has received a credit from the International Development Association (IDA), and a Loan from the International Bank for Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this credit to payments under the contract for: IT Quality Assurance & Control Expert.

The main objective of the Quality Assurance & Quality Expert assignment is strengthening the administrative capacity of the Immovable Property Registration Office of Albania (IPRO), Project Steering Board and IT Project Management in the quality assurance and control aspects related to the Design, development and analyses for the computerized Immovable Property System (IPS) and its implementation, in order to properly assure the requested level of outputs of the IPRO computerized project, through introducing of a proper IT/IS quality standards and methodologies. The assignment objectives of IT Quality Assurance & Control Expert will mainly be focused on “Design and Analysis of IPS or IT Application Development”, “Quality Assurance Standards” and “Quality Assurance Testing Methods, Tests and Validations”

The services consist in review and audit all deliverables of the inception phase of the design and implementation of the computerized immovable property system (IPS); test application software, track test results, check software configuration and utilizes processes and software that ensure the quality, reliability, and system safety and security; utilize methods, procedures, and metrics needed to ensure that quality of RUP methodology and practices are attained in IPS development and assists users in setting-up and executing user acceptance test cases; interpret quality test results, make recommendations and support IPRO acceptance test; help to supervise and ensure the quality results provided by the development team, IPRO contractors for IPS design and development; document set-up and administer a library of requisite test cases for applications, and reports results to the development team.

The IT Quality Assurance & Control Expert should meet the following requirements:

• Bachelor's degree in Computer Science, Information System or related field;
• Having min. 5 years of international experience with the design, development, test processes, and deployment of (geo-spatial) information system development;
• Having min. 3 years of international experience with use of RUP methodology;
• Having min. 3 years of software quality assurance/testing experience of increasing complexity with the planning, organization, and control of Software Quality Procedures for complex information system development projects and experience in developing software and associated documents;
• Having min. 5 years experience in reviewing and analyzing the system design, development and implementation especially for GIS, Land Registration and Cadastre;
• Experience with testing modern-based applications in an informal to semi-formal testing environment;
• Experience with Quality Assurance methods, standards, and tools;
• Must be resourceful enough to apply testing methodologies even when a formal specification is not available;
• Familiarity with the underlying architecture of a modern-based application for Land Registration and Cadastre is required;
• Experience in using defect tracking and test management tools;
• Understanding of the information system development life cycle processes, and sufficient knowledge of the application of various information system development methods (e.g. waterfall, iterative);
• Solid troubleshooting and analysis skills with attention to detail and quality;
• Excellent knowledge in the English language;
• Ability to work independently as well as a member of a team.


The Immovable Property Registration Office (IPRO) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004. Selection of Individual Consultants.
