Council invites applications from suitably competent qualified and
experienced contractors who may wish to be considered for inclusion on the
Councils Select List of Tenderers for the inspection, servicing and
testing of the fixed gas installations boilers and appliances in various
non domestic properties throughout the Highland Council Area.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.

tender or to participate: Envisaged minimum number: 6. Maximum number: 8.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Contractors shall be required to complete a
pre-qualification questionnaire (PQQ) for this contract. The purpose of
the PQQ is to identify a number of suitably qualified and experienced
contractors who will be invited to submit a Tender. The Highland Council
shall use the information provided in response to the PQQ to determine
which contractors are most suited, in the opinion of the Evaluation Panel,
in terms of technical knowledge and experience, and organisational and
financial standing to submit a tender. Any person wishing to receive PQQ
Documents should either register through this website and download the
documents attached or e-mail Property.Engineering@highland.gov.uk.
Award criteria shall ultimately be by further evaluation of the the
tenders from the short listed contractors carried out on a price/quality
basis. Details of the evaluation criteria and weighting shall be included
in the Invitation to Tender Documentation.
Electronic copies of the completed questionnaires can be returned to
Property.Engineering@highland.gov.uk or completed questionnaires may also
be returned in hard copy using the address label provided.
The Council shall analyse the responses to the Supplier Evaluation
Questionnaire in accordance with Regulations 23, 24 25 and 26 of the
Public Contracts (Scotland) Regulations 2006, to identify those applicants
that have the economic and financial standing and technical and financial
capacity and propriety in respect of all of these requirements in relation
to the provision of services forming the subject of the potential bidders
expression of interest.
Closing date for receipt of the completed pre-qualifications is Wednesday
25.11.2009 (17:00).
