SPECIFIC PROCUREMENT NOTICE Invitation forPrequalification FEDERAL REPUBLIC OF NIGERIA (KADUNA STATE GOVERNMENT) RURAL ACCESS AND MOBILITY PROJECT - KADUNA (RAMP 1) REHABILITATION/MAINTENANCE OF RURAL ROADS - OUTPUT AND PERFORMANCE BASED ROADCONTRACTS (OPRC) CREDIT NO.: CR 4408-NG This invitation for prequalification follows the generalprocurement notice for this project that appeared in the Development Gateway Market Web Siteand appeared in Development Business, issue no. 725 of 30th day of April, 2008. The Kaduna StateGovernment has received a credit of US$ 60 Million from theInternational Development Association (IDA) towards the cost of the Rural Access and Mobility Project (RAMP 1) in KadunaState and it intends to apply part of the proceeds of this credit to payments for Output and Performance based RoadContracts (OPRC) on its rural road network. The Kaduna State Ministry of Works and Transport intends to prequalifycontractors and/or firms for the following works (see table). This prequalification concerns 2 lots that are to be tendered simultaneously. Interested applicants may submit anapplication for any number of lots and demonstrate they have the qualifications to perform the particular lot (contract)satisfactorily within the required timeframe, independent of other lots it may be interested in, taking into account their (a)experience and past performance, and (b) financial capability. Bidding process will allow bidders to bid for and be awarded anylotor combination of lots for which they have been prequalified. It is expected that invitation to bid will be made in late 2009.Theobjective of the contracts is the Management and Maintenance of Road Assets to definedService Levels over a period of 5 years. The Works comprise (i) Maintenance Servicesthat include Initial Works needed to bring roads to the required standards as well as Maintenance Works for the remainder of thecontract period, (ii) Improvement Works aiming at adding new characteristics to the Roads, including drainage structures,larger embankments and some sections to be upgraded fromunpaved to paved standard, and (iii) Emergency Works needed torepair damage caused by unforeseen natural events. The Initial Works needed to bring roads to required service levels and subsequentMaintenance Works will be assessed and 'designed' by the bidder during the tender period. Payment for this work will be on amonthly fee per kilometer basis according to actual performance i.e. payment will be spread over the duration of the contract andwill be dependant on the ability of the contractor to achieve the service levels given in the specifications. In this sense it isimportant that the bidder has adequate technical capacity for planning and design of rural road works together with the managerialand financial capacity to fulfill the requirements of the contract. Under the OPRC approach, it is expected that the Improvementand Initial Works under each lot will be completed within the first two years to be followed by road maintenance during theremaining contract period of about three years. The prequalificationcriteria are: 1) Eligibility, 2) Historical contract non-performance, 3) Financial situation, 4) Experience, 5) Personnelcapabilities and 6) Equipment availability. These criteria may be fulfilled by individual firms or through joint ventures amongcontractors, engineering consulting firms and / or financial institutions. Details of the qualification criteria will be presentedin the prequalification documents. Prequalification will beconducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits (May 2004 # Revised 1st of October 2006), and is open to all bidders from eligible source countries underInternational Competitive Bidding (ICB), as defined in the guidelines. Interested eligible applicants may obtainfurther information from and inspect the prequalification documents at the State Ministry of Works and Transport (SMOWT), the StateProject Implementation Unit (SPIU),see address below, from Tuesday the 27th of October 2009 during office hours (08:00and 16:00 hours). Interested bidders may obtain the prequalificationdocument in English from the SMOWT/SPIU upon the submission of a written Application to theaddress below and payment of a nonrefundable fee of N 50,000 (Fifty thousand Naira only) for each document. Method of payment will be by cash or certified bank draft in favour of "KadunaState Rural Access and Mobility Project". If requested, the Bidding Documents will also be sent by courier to interested outstationbidders upon payment of an additional amount of N25,000.00 (Twenty FiveThousand Naira only) or US$200.00 (United States Dollars Two Hundred only), for each document of lot, as courier charges. The SMOWT/SPIU does not take any responsibility for delayed delivery. Applications for prequalification should be submitted insealed envelopes, delivered to the address below by latest Thursday 10th of December 2009 (16:00 hours NigerianTime), and be clearly marked "Application to Prequalify for OPRC, Rural Access and Mobility Project - Kaduna (RAMP 1)".
