CONSULTING SERVICES

1. The Government of the State of São Paulo has received a Loan from the International Bank for Reconstruction and Development toward the cost of the São Paulo State Feeder Roads Project and intends to apply part of the proceeds for consultant services for Technical Assistance Component for Institutional Strengthening; “Project Support to the Environment Management Modernization of The State of São Paulo; Sub-project Information System to integrate and unify the Environmental Licensing of São Paulo State”.

2. The Implementing agency (and Contractor) of the loan is the “Departamento de Estradas de Rodagem do Estado de São Paulo - DER/SP” (State Road Department of Sao Paulo) and the technical manager of this component is the Companhia Ambiental do Estado de São Paulo-CETESB (Environmental Agency of Sao Paulo State). The aim of the consultancy service is to develop and implement the following projects:

2.1 Consulting contract 01 – Information System for Integration and Unification of Environmental Licensing Procedures of the São Paulo State in the extent of the creation of the new CETESB, includes the following tasks:
Propose an Organizational, Operational and Management Model which aims to establish the processes to integrate effectively and efficiently the activities undertaken by CETESB under its new responsibilities as the sole licensing body of the Environmental System of the State of São Paulo. These new responsibilities are related to the unification of state licensing departments, namely: DEPRN - State Department of Natural Resource Protection, DAIA - Department of Environmental Impact Assessment and DUSM - Department of Metropolitan Land Use. The procedures to be proposed should be flexible, permitting the transfer of licensing of the ‘pollution source with local impact’ to the municipalities. The service under this contract must be carried out with a methodology that includes at least the following steps: documentation of procedures, requirements


Examination/surveys, business specification, flowchart development, organization chart, documentation/procedures preparation; final report presentation with proposal of organizational, operational and management model for CETESB; transition and training.

2.2 – Consulting Contract 02 – System of Unified Licensing:
Development of an Information System that integrates the activities of the Environmental Impact Assessment, Metropolitan Land Use Assessment with the Environmental Management and Administrative Information Systems – GAIA, which will provide CETESB, with an integrated environmental management, involving licensing and environmental monitoring. Under this contract are the following activities: information gathering/survey of the existing system, survey/research the new requirements of the users, analysis of this information, proposals for rationalizing this information aiming to unify, simplify and computerize this information. We highlight the following functionalities under this contract: to prepare prognosis and scenarios assessments to define the goals and policies for development; to provide necessary information for environmental planning and management; to create an environment which enables analysis by accessing information from several sources, such as different laws, other internal and external systems, database, pollution sources, geo-referenced data; to allow the registration and viewing of photos, maps, topographical maps and satellite images registered in the system; to allow the management of environmental compensation; to process the available archives in order to reinforce and enhance the situation assessment of the environment in the State of Sao Paulo; to monitor documents and deadlines for actions, managing files and documents relating to licensing activities; producing operational and management reports; to allow online requests of licenses, technical advice, certificates, permits, warrants and issuing payment receipts; to enable access to information to external users as part of their request; to assist the development of technical advice and other documents.

3. The DER/SP now invites qualified consultants firms/institutions to indicate their interest in providing the services. Interested consultants firms/institutions must provide information indicating that they are qualified to perform the services, presenting:

3.1 Information that confirms experience in similar services and having equivalent or superior complexity under the subject of this Request for Expression of Interest;

3.2 Information that confirms the technical qualifications in the team of specialists and analysts to develop and implementation the system, and training.





4. Consultants firms/institutions may associate to enhance their qualifications. Consultants may show interest in the two consulting contracts (01 and 02) or for only one.

5. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the Bank in May 2004 and revised in October, 2006, using the methodology Selection Based on Quality and Costs (SBQC).
