SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

certification programme of the European Administrative School.

Main place of performance: Services will be delivered in both Brussels and
Luxembourg in training rooms provided by the contracting authority.
II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): The European
Administrative School (EAS) is responsible for the design and delivery of
a training programme related to the 'certification procedure' whereby
officials from the EU institutions can move from the category of assistant
to that of administrator.
The main tasks of the contractor will be to prepare the detailed contents
of the courses, to provide a team of trainers to deliver the certification
training programme and to develop and provide documentation for
candidates, as well as to provide input in the context of the continuous
evaluation of the quality of the courses. The training services for this
programme will start with the training in 2010. The aim of the programme
is to help participants acquire or reinforce the skills and competencies
that they will need in the administrator function group and might not
necessarily have acquired already. The common denominator of these courses
is their general character, representing skills, competencies and
knowledge that administrators need to possess. The training programme will
consist of approximately 28 days presential training. The training
programme is organised in French and in English and the courses will be
run separately in English and French. The contractor must thus be able to
provide around 13 trainers concurrently with a command of English or
French (C1 in the CEF scale) and to deliver the training in any given
circumstances. It is expected that candidate numbers will remain around
the current level of 140 per year, with around 30 candidates based in
Luxembourg and the remaining candidates based in Brussels. The candidates
will be divided into groups of around 10 to 12 persons and will remain in
these same groups for the duration of the training (around 30 % of the
groups following the training in French and 70 % in English).
