The U. S. Army Corp of Engineers Mobile District has a requirement to provide water and sewer service for Lower Pool Park at Demopolis Site Office and intends to negotiate a commercial (FAR Part 12) Sole Source contract under the authority of FAR 6.302-1. The project magnitude is estimated at $451,700.00. NAICS code is 221310 and size standard is $7.0 Mil. Anticipated solicitation issue date is on or about November 6, 2009.

The Request for Proposal (RFP) package will be sent only to the designated contractor. This notice is not a notice for solicitation of offers. This notice is not a request for competitive proposals. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of DoD Utility Privatization Policy dated 2002. However, interested persons may identify their interest and capability to respond to the requirement. All responses received within ten calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
