We would like to bring to your attention the opportunity to review and comment on a draft Statement of Work for USAID/Afghanistan Support program. This is not a Request for Proposals, please do not submit proposals in response this request. The draft Statement of Work describes the proposed purpose, objectives, and elements of the program. Your comments will help finalize the Statement of Work and structure for the finalized Support program. Please submit your comments via email to primary POC.  Comments will be considered for potential revisions to the final version that will be posted for solicitation.  This process allows potential offerors the opportunity to address potential concerns or allow for clarification on areas that may be deemed ambiguous prior to final release. The deadline to submit comments is November 2, 2009.

This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the USAID/Afghanistan to issue any solicitation or ultimately to award a contract on the basis of this RFI or otherwise to pay for any information submitted as a result of this request. USAID plans to issue a Request for Proposals (RFP) in November 2009 to accept proposals for this program through the normal RFP process. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.

It should be noted that responding to this RFI will not give any advantage to any firm/organization in the subsequent procurement. USAID/Afghanistan will not provide answer to any question submitted in response to this request.
