REHABILITATION AND CONSTRUCTION OF AGRICULTURAL BUILDINGS IN THEPROVINCES OF LUANDA AND MALANGE

PO002/DAR/2009

1.            This Invitation for Bids follows the GeneralProcurement Notice for this Project that appeared in Development Business, issue no.659 of July 13^th 2005.

2.            The Government of the Republic of Angola hasreceived a Credit/Grant from the International Development Association (IDA) toward the cost of the Emergency Multisector Recovery Project, and it intends to apply part of the proceeds ofthis Credit/Grant topayments under the Contract for the Rehabilitation and Construction of Agricultural Buildings in the Provincesof Luanda and Malange # PO 002/DAR /2009.

3.            The Ministry ofPlanning now invites sealed bids from eligible and qualified bidders for the Rehabilitation and Construction of Agricultural Buildings of the Ministry of Agriculture and Rural Development (MINADER),divided in seven (7) independent Lots. The Works are comprising of:

·         Lot1:  Construction of EDA ResidentialBuilding in Caculama in the Province of Malange with a floor area of 70m2. It has threebedrooms, 1  toilets, 1 kitchen and 1 living room;

·         Lot2:  Rehabilitation of EDAResidential Building in Cacuso in the Province of Malange with a floor area of 150m2;

·         Lot3:  Rehabilitation of EDAResidential Building in Calandula in the Province of Malange with a floor area of 120m2. It has two bedrooms, 1  toilets, 1 kitchen and 1 living room;

·         Lot4: Construction of EDA Building  inCangadala, in the Province of Malange with a floor area of 300m2;

·         Lot5: Construction of EDA Residential Building in Kwaba Nzogui in theProvince of Malange with a floor area of 70m2. It has three bedrooms, 1 toilet, 1kitchen and 1 living room.

·         Lot6:  Construction of EDA LaboratoryBuilding in Luanda in the province of Luanda with a floor area of250m2;

·         Lot7: 

o   Construction of the EDA Building in Malange in the province of Malange, with a floor area of 300m2 andrehabilitation of the water impounding system;

o   Construction of the IIA Building in Malange in the province of Malange, with a floor area of 200m2;

Bidders may quote for one or more Lots at their own option. Bids will be evaluated andawarded ona Lot by Lot basis, to the lowest evaluated bid of each lot.

The delivery/construction period is six (6) months.

4.            Bidding will beconducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits, May 2004 Revised October 1^st, 2006 and is open to all bidders from eligible sourcecountries as defined in the Guidelines.

5.            Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the ProjectManagement Implementation Unit (PMIU) at the address given belowfrom 9:00 am to 3:00 pm.

6.            Qualifications requirements are presented in the Bidding Data Sheet. A margin of preference for eligible nationalcontractors/joint ventures shall be applied.

7.            A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a writtenapplication to the address below and upon payment of a non refundable fee of Fourteen Thousand Kwanzas (KZ 14,000.00) equivalent toOne Hundred Fifty US Dollars (USD 150.00). The method of payment will by cashier's check or transferto PMIU BankAccount:

The Bidding Documents can be collected at the addressgiven below or will be sent by express mail to interested bidders.

8.            Bids must be delivered to the address below at or before 3:00 pm, 22 December 2009. Electronic bidding shall not bepermitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidder's representatives who choose toattend in person at the addressbelow at 3:15 pm, 22 December 2009.

9.            All bids shall be accompanied by bid security in the form and amountindicated in the Bidding Data Sheet  (ITB 17.2)
