REHABILITATION/CONSTRUCTION OF AGRICULTURAL BUILDINGS

IN THE PROVINCES OF BIE AND HUAMBO

PO001/DAR/2009

1.            This Invitation for Bids follows the GeneralProcurement Notice for this Project that appeared in Development Business, issue no.659 of July 13^th 2005.

2.            The Government of the Republic of Angola hasreceived a Credit/Grant from the International Development Association (IDA) toward the cost of the Emergency Multisector Recovery Project, and it intends to apply part of the proceeds ofthis Credit/Grant topayments under the Contract for the Rehabilitation/Construction of Agricultural Buildings in the Provinces ofBié and Huambo # PO 001/DAR /2009.

3.            The Ministry ofPlanning now invites sealed bids from eligible and qualified bidders for the Rehabilitation and Construction of Agricultural Buildings of the Ministry ofAgriculture and Rural Development (MINADER). The works are divided in six (6) independent Lots as follows:

·         Lot1: The construction of EDA Building in Chinguar in the Province of Bié with a floor area of 300m2

·         Lot2: The construction of EDA Building In Kuito in the Province of Biéwith a floor area of 300m2

·         Lot3: The construction of EDA Building in Catabola in the Province ofBié with a floor area of  300m2

·         Lot4:

o   The construction of EDA warehouse in Andulo in the Province of Bié with a floorarea of  90m2

o   The construction of EDA Building in Nharea in the Province of Bié with a floor area of  300m2

·         Lot5: The construction of EDA building in Camacupa in the Province of Bié with a floor area of  300m2

·         Lot6:

o   The rehabilitation of two (2) buildings for IIA of Chianga in the province of Huambo

o   The construction of a warehouse for IIA of Chianga in the province of Huambo with a floor area of250m2.

Bidders may quote for one or more Lots at their own option. Bids will be evaluated andawarded ona Lot by Lot basis, to the lowest evaluated bid of each lot.

The delivery/construction period is six (6) months.

4.            Bidding will beconducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDACredits, May 2004 Revised October 1^st, 2006 and is open to all bidders from eligible sourcecountries as defined in the Guidelines.

5.            Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the ProjectManagement Implementation Unit (PMIU) at the address given belowfrom 9:00 am to 3:00 pm.

6.            Qualifications requirements are presented in the Bidding Data Sheet. A margin of preference for eligible nationalcontractors/joint ventures shall be applied.

7.            A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a writtenapplication to the address below and upon payment of a non refundable fee of Fourteen Thousand Kwanzas (KZ 14,000.00) equivalent toOne Hundred Fifty US Dollars (USD 150.00). The method of payment will be by cashier's check or transfer to PMIU BankAccount:

The Bidding Documents can be collected at the addressgiven below or will be sent by express mail to interested bidders.

8.            Bids must be delivered to the address below at or before 2:00 pm, 22 December2009. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence ofthe bidder's representatives who choose to attend in person at the address below at 2:15 pm, 22 December 2009.

9.            All bids shall be accompanied by bid security in the amount and formindicated in the Bidding Data Sheet (ITB 17.2).
