Procurement of a Meteorological Doppler Weather Radar System

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 671 on January 10, 2006.
2. The Republic of Serbia has received a credit from the International Development Association toward the cost of Irrigation and Drainage Rehabilitation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract: Procurement of a Meteorological Doppler Weather Radar System, ref no. SRB-IDR-ICB-031-G-09-4105YF
3. The Ministry of Agriculture, Forestry and Water Management- Directorate for Water now invites sealed bids from eligible and qualified bidders for supply of a Meteorological Doppler Weather Radar System – 1 system.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from:

and inspect the Bidding Documents at the address given below from 8.30 am to 14.0 pm every working day.
6. Qualifications requirements include:
Financial annual turnover of successful Bidder shall be at least 3.5 million EUR in any of the last three years.
If the Bidder is a Joint Venture (JV), all members of the JV should be jointly and severally liable for the contract implementation and should jointly meet all qualification requirements. However, to meet these criteria the member in charge should have an annual turnover in any of the last three (3) years, of at least: EUR 2.000.000.
 The Bidder is in business of production/delivery of similar equipment at least five years.
 The Bidders shall submit the reference lists for not less than two successfully completed contracts during the last three years for delivery, installation and maintenance of: at least two (2) Dual Polarization S Band Doppler Weather Radars , operating faultlessly.

If the Bidder is a Joint Venture (JV), each of the members of the JV should have at least one successfully completed similar contract during the last three (3) years for supply, installation and maintenance of similar equipment, as indicated above.

 The Bidder shall submit the Certificate of Quality Control System ISO 9000.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 10 000,00 RSD (thirty thousand dinars) or 100,00 EUR (one hundred Euro) in favor:

8. Bids must be delivered to the address below before 12.00 h, noon, CET on January 12, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 12. 00 h, noon, CET on January 12, 2010. All bids for each lot must be accompanied by a Bid security in the amount of 30.000,00 EURO, or an equivalent amount in a freely convertible currency.
