Eligibility of Bidders:   Qualifications requirements include:
- Proof of legal status and place of registration;
- Written confirmation authorizing the signatory of the Bid to commit the Bidder.

The Bidder shall submit the following additional documents in its bid:
1. Letter of recommendation or other document which proves that the Bidder have been successfully completed at least one contract as a prime supplier involving delivery of equipment of similar technical characteristics and of a comparable scale in the last three years.
2. If an Agent submits bids on behalf of more than one Manufacturer, each bid should be accompanied by a separate Bid Form, Bid Security for each bid and the authorization from the respective Manufacturer.
3. Manufacturer’s Authorization if Bidder is not a manufacturer;
4. Statement confirming after sales services in Kosovo.
5. Installation and Training for staff how to use the equipment (three staff to be trained for two days)
6. Joint Venture (JV):
If the Bidder is a Joint Venture of two of more partners, the information listed above shall be provided for each partner. This is applicable to Joint Venture partners only, not to subcontractors. The partners of the Joint Venture add together their contributions to meet the qualification requirements listed above.
Bids submitted by a JV of two or more firms as partners shall comply with the following requirements:
(i) the bid shall be signed so as to be legally binding on all partners;
(ii) one of the partners shall be nominated as being in charge, and this nomination shall be evidenced by submitting a power of attorney signed by legally authorized signatories of all the partners;
(iii) the partner in charge shall be authorized to incur liabilities and receive instructions for and on behalf of any and all partners of the Joint Venture, and the entire execution of the Contract, including payment, shall be done exclusively with the partner in charge;
(iv) all partners of the Joint Venture shall be liable jointly and severally for the execution of the Contract in accordance with the Contract terms, and a statement to this effect shall be included in the authorization mentioned under (ii) above, in the bid as well as in the Contract (in case of a successful bid)."

Contract name: “Heating, Ventilation and Air Conditioning- HVAC for isolation room in Prishtina Hospital”

1. The Ministry of Agriculture Forestry and Rural Development (Food and Veterinary Agency – FVA) has received financing in the amount of US$ 3.0 million equivalent from the International development association towards the cost of the Kosovo Avian Influenza Control and Human Pandemic Preparedness and Response Project and intend to apply part of the funds to cover eligible payments under the Contract for HVAC FOR ISOLATION ROOM IN PRISHTINA HOSPITAL

2. The Food and Veterinary Agency now invites sealed bids from eligible and qualified bidders for HVAC FOR ISOLATION ROOM IN PRISHTINA HOSPITAL

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition May 2004, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information and inspect the Bidding Documents at the address given below from 8.00 h – 14.00 h local time, on working days
6. Qualifications requirements include:

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English language can be taken by interested bidders on the submission of a written Application to the address below.
8. Bids must be delivered to the address below before 11.00 h local time on 10th of December 2009. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 11.00 h local time on 10th of December 2009.
All bids must be accompanied by a Bid Security of 1,600.00 Euro.
