Tenders are invited by the Chairman, Departmental Procurement Committee, Sri Lanka Air Force, No. 140, Sir Chittampalam A. Gardiner Mawatha, Colombo 02, for the under mentioned Supplies/Services for the year 2010 and 2011 on rate running basis.
A complete set of bidding documents of each tender, in English, may be downloaded the prospective bidders from the Sri Lanka Air Force web site www.airforcc.lk. The sealed tenders, in duplicate, downloaded in the form available in the web, shall be addressed to "The Chairman, Departmental Procurement Committee, Sri Lanka Air Force, No 1 40, Sir Chittampalam A. Gardiner Mawatha, Colombo 02, and may be either dispatched by Registered Post "or deposited in the Tender Box, at the Main Guard Room of Sri Lanka Air Force, No. 140, Sir Chittampalam A. Gardiner Mawatha, Colombo 02, well before the closing time. Late bids or bids submitted in E-form will not be accepted.
The items listed in each tender are provided in the bidding document posted on the web and the applicable rates of Supplies and Services shall be indicated in two Columns provided in the Schedule of Prices. In Column I, the bidders arc required to indicate the prices applicable for the period of year 2010 to 2011 (24 months) against each of the Supplies/Services listed therein and in Column II the prices of year 2010 (12 months). The rates quoted by each bidder in Column I and II shall be valid till 31 December 2011 and 31 December 2010 respectively. However, the award of tenders will be done at sole discretion of the Sri Lanka Air Force and selected bidders shall perform the tenders within any period given above, at the rates quoted in the respective Column.
The delivery of Services/Supplies of Laundering of Clothing and Linen, Split Firewood, LP Gas and Building Materials (Metal, Bricks, Lime, Earth etc.) shall be made to Bases/Stations listed below and delivery for each B4se/Station will be considered as separate tenders. The details of the Base/Station, for which the bid is submitted, shall be clearly marked on the sealed envelope and the bid. The Services/Supplies of all other tenders shall be made to Sri Lanka Air Force Base Katunayake and the prospective Bidders shall be aware that they shall include all their expenses with all taxes including VAT and other levies in the quotations submitted.
Sri Lanka Air Force Bases/Stations Colombo, Katunayake, Ratmalana, Ekala, Anuradhapura, Batticaloa, China Bay, Palaly, Hingurakgoda, Ampara, Morawewa (Pankulam), Weerawila, Sigiriya, Koggala, Katukurunda, Palavi-Puttalam, Bandaranayake International Airport - Katunayake, Vavuniya, Poovarasankulam, Diyatalawa, Mirigama, Maho, Special ops group Trincomalee, Irariamadu and Mulattivu, Detachments (Laundering services not required for Sri Lanka Air Force Base Vavuniya, Poovarasankulam and Diyatalawa).
The prospective bidders must furnish details along with the bid to prove their financial stability, supported by bank statements for the past six (()(">) months and list of similar works done in the past along with any other evidence to substantiate it. However, this condition does not apply to sources already registered with the Ministry of Defence, Public Security Law & Order for the year 2009. However, in such instances, a copy of the letter of registration issued by the Ministry of Defence, Public Security Law & Order must be produced in order to obtain the tender documents. Bidders who intend to participate in Laundering of Clothing and Linen shall produce a letter certified by Grama Seva Niladari or Divisional Secretary to prove that the bidder has his own or rented premises to carry out the said service within 30km radius from the respective Base/Station however, this requirement is not relevant for Sri Lanka Air Force Palaly, Iranamadu and Mulativu.
Tenders will be closed at the Sri Lanka Air Force, No. 140, Sir Chittampalam A. Gardiner Mawatha, Colombo 02, on the dates and times scheduled above, and opened immediately thereafter at Sri Lanka Air Force, No. 140, Sir Chittampalam A. Gardiner Mawatha, Colombo 02 (Opposite Trans Asia) Bidders or their authorized representatives will be permitted to preterits at the opening of the tenders, upon presentation of their Nat ion. it Identity Card and letters of authorization from their employer.
