Avian Influenza Control and Human Pandemic Preparedness and Response Project
Procurement of Medicines
Lot 1: Tamiflu Oral suspension 300 mg &
Lot 2: Tamiflu Capsule 75 mg
Grant No. H-267- AF, Project ID P100935

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business issue No. 695 dated January 31, 2007.

2. The Islamic Republic of Afghanistan has received a Grant from the International Development Association (IDA) for the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Grant No. H-267- AF) and it is intended to apply part of the proceeds of this Grant to eligible payments under the contract for which this invitation is issued.

3. The Afghanistan Reconstruction and Development Services on behalf of Ministry of Public Health now invites sealed bids from eligible bidders for of procurement of following items:.

The bidders, at their option, may bid for one or more lots and to offer any discount for any combination of lots. Bids will be evaluated lot by lot. However, bidders must quote for the entire quantity of the lot to be treated as substantially responsive.

All the items will be delivered at CIP, Ministry of Public Health central warehouse in Qala-e-Najarha Khair Khana, Kabul- Afghanistan. The delivery period is as mentioned in schedule of requirement.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits [May 2004 and revised October 2006], and are open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Afghanistan Reconstruction and Development Services and inspect the bidding documents at the address given below from 9:00 hrs to 16:00 hrs on any working day from Saturday to Thursday.

6. A complete set of Bidding Documents in English may be obtained by interested bidders by downloading the same from the ARDS website www.ards.org.af. In case of any difficulty in downloading from website, interested bidders may contact at e-mail address ards.procurement@ards.org.af.

7. Bids must be delivered to the address below on or before December 09, 2009 at 14:00 hours. Electronic submission of bids is not allowed. Late bids will be rejected. Bids will be opened immediately thereafter in the presence of the bidders’ representatives who choose to attend, at the address below.

8. All the bids must be accompanied by a bid security for the amount mentioned against the each lot or an equivalent amount in a freely convertible currency as given below valid up to May 06, 2010:

Bidders may submit single combined bid security for amount equal to the sum total of bid security requirement for both the lots quoted for.
