SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): In line with
the Homeless Legislation, Housing (Scotland) Act 1987 (as amended), Local
Authorities are required to provide removal storage and disposal
facilities for the furniture and personal belongings of people who are
Homeless or threatened with Homelessness.
To add to this, the Housing (Scotland) Act 2001 requires that Local
Authorities make provisions for Storage of furniture and personal
belongings found in abandoned tenancies and/or found in houses which have
been repossessed.
North Lanarkshire Council’s Housing and Social Work Services provide a
range of Housing Services for people living in North Lanarkshire and these
services fulfil the legislative requirements as dictated by the Scottish
Parliament and Government.
North Lanarkshire Council intend to appoint a single Contractor for
support the Council’s Homeless and Void Property Service Requirements. The
requirements of the Successful Contractor will be to perform all of the
following:
Pack up of furniture and personal belongings in preparation for storage.
Uplift and Redelivery of Housing Furniture and Personal Belongings.
Storage of Housing Furniture and Personal Belongings.
Disposal of Housing Furniture and Personal Belongings.
Perform Needle Sweep of the Council's Homeless and Abandoned Properties.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: North Lanarkshire Council intend to
appoint a single contractor to perform the following requirements as a
complete service:
Pack up furniture and personal belongings in preparation for storage.
Uplift and Redelivery of Housing Furniture and Personal Belongings.
Storage of Housing Furniture and Personal Belongings.
Disposal of Housing Furniture and Personal Belongings.
Perform Needle Sweep of the Council's Homeless and Abandoned Properties.
The contract will be for initial duration of 2 (two) years and shall
include an option to extend, at the sole discretion of the Council, for a
period up to 24 (twenty four) months.
The estimated maximum value of the contract is two million GBP (2 000 000)
– this includes the initial duration and maximum extension period.
Estimated value excluding VAT: 2 000 000 GBP.
II.2.2) Options: Yes.
Description of these options: Option to extend the Contract for a maximum
period of 24 months.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 48 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: The Contracting Authority
reserves the right to require deposits, guarantees, bonds or other forms
of appropriate security.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details will be
specified within the Invitation To Tender documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Details of the required legal form
will be provided in the Invitation to Tender documents.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Under this procurement the successful contractor will be required to
support the authority's economic and social regeneration objectives.
Accordingly, contract performance conditions may relate in particular to
social and environmental considerations.
North Lanarkshire Council's existing requirements for Storage, Removal and
Disposal is outsourced. It is anticipated that the procurement to which
this contract notice relates may require the transfer of staff under the
provisions of TUPE.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: In
accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations
23 to 35 of the Public Contracts (Scotland) Regulations 2006 and and as
set out in the pre-qualification questionnaire available from the web site
address in Section II.1.5.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: In accordance with
Article 47 of Directive 2004/18/EC and Regulations 24 of the Public
Contracts (Scotland) Regulations 2006 and and as set out in the
pre-qualification questionnaire available from the web site address in
Section II.1.5.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
In accordance with Articles 48 to 50 of Directive 2004/18/EC and
Regulation 25 of the Public Contracts (Scotland) Regulations 2006 and as
set out in the pre-qualification questionnaire which is available from the
address in Section II.1.5.

Requests to participate must be by way of completion and return of the
pre-qualification questionnaire (PQQ) in hard copy only by the date and
time specified in Section IV.3.4) of the Contract Notice.
Late submissions will not be accepted.
The Contracting Authority reserves the right not to award any contract as
a result of the procurement process initiated by this notice and in such
event will not be liable for any costs incurred by any party.

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: North Lanarkshire Council will incorporate a minimum of
10 calendar day standstill period at the point of information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the Contracting
Authority before the contract is entered into. Candidates have 2 working
days from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before the expiry of the standstill period. Such additional
information should be required from the address in part 1.1 of this
Contract Notice.
