SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

UK-East Kilbride: (po 5111) governance, security and justice in conflict
affected situations.

II.1.5) Short description of the contract or purchase(s): The Department
for International Development (DFID)seeks service providers for several
Research Programmes. The purpose of the programmes is to generate new
policy-relevant knowledge that will help DFID and the wider development
community to eradicate world poverty.
It is expected that contracts will be awarded for management of four
Research Programme Consortia (RPC) on the themes of 'Effective' and
'Fragile' states, and on taxation. The RPCs will work closely together,
recognising the importance and inter-connection between these research
efforts. A separate notice will be published for each theme.
The service providers will lead a consortium of organisations with multi
disciplinary skills relevant to the following Research Programme Consortia
(RPC) theme:
Governance, Security and Justice in Fragile and Conflict Affected
Situations: Improving development outcomes through stronger evidence. DFID
is looking for innovative, strategic inter-disciplinary research to:
overcome conflict and fragility; develop inclusive and effective political
settlements; improve public institutions; strengthen security, justice and
rule of law; and support the development of the private sector in fragile
situations. It is expected that funding available for this RPC will be up
to GBP7.5 million over 6 years. There may be a possible 2 year extension
to the contract.

Originality, quality and importance of the research programme and how it
will deliver answers in the future.
b) How will research contribute to poverty eradication (including
relevance to Millennium Development Goals and potential for policy
impact).
c) Quality and composition of consortium's organisations, researchers,
Director and Chief Executive (if known).
d) How well it fits with DFID's research strategy (2008) [1].
e) How will the programme transfer knowledge and skills (communications,
gender mainstreaming, collaborative arrangements and capacity
development).

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: From 1.4.2001, all UK development
assistance has been fully untied which allows suppliers from anywhere in
the world to bid for DFID contracts. Expressions of Interest, (EOIs)
should be submitted, preferably by e-mail to the e-mail address at section
I using the application form available from the DFID website
www.dfid.gov.uk/contracts/contractopportunities.aspDraft Terms of
Reference and application form can be found here. The EOI must include a
Capability Statement of no more than four (4) A4 pages showing evidence of
relevant skills and experience as out-lined in the application form.
Abridged CVs of key personnel only, of not more than 2 pages in length
should also be included. These CVs may be included in addition to the four
page Capability Statement. EOIs should only be sent to the address at
section one and DFID Research an Evidence Division should not be contacted
directly. Documents and brochures detailing corporate range of services
are not required and will not be considered. The period of the services
will be for 72 months with the possibility of an extension for up to 24
months. DFID procurement policy states that consultants who were involved
in any capacity in the design of a project cannot compete for the
Implementation Phase. Design includes feasibility studies, drawing up
Terms of Reference for the Implementation Phase, pre-appraisal and any
other preparatory work for the project. Following assessment of
Expressions of Interest, DFID will invite short listed applicants to
submit full technical and commercial proposals. DFID will not reply
directly to any EOIs unless short listed for Invitation to Tender.
