SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): To provide a
new education centre to deliver primarily vocational curriculum courses
and the building will be approximately 2 400 sqm in size. The completed
facility shall provide general teaching spaces, workshops and catering
facilties. It is proposed as a design and build contract and it is
anticipated that the design team would be novated across to the main
contractor.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: To provide a new build education centre
to deliver primarily vocational curriculum courses. The building will be
approximately 2 400 sqm in size and the works will also include
landscaping, access roads and pathways. The works may also include
S106/S278 obligations. The proposed site is on Canvey Island in Essex and
the site is within a flood plain.
Funding for the project is being sourced from a number of bodies.
The form of contract will be JCT 2005 Design & Build with bespoke
amendments which will be advised at tender stage.
The programme: intending to commence on site in summer 2010 for completion
summer 2011.
It is anticipated that between 4–6 organisations shall be invited to
tender with one organisation being appointed.
Estimated value excluding VAT:
Range: between 5 000 000,00 and 7 000 000,00 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 12 (from the award of the contract).

VI.3) ADDITIONAL INFORMATION: The figure provided in Sections II.2.1 and
II.1.4.2 is only an estimate. We cannot guarantee to works providers that
funding for these values would be secured in full and there is the
potential for value engineering against the current estimated budget.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: In accordance with Regulation 32 of Public Contracts
Regulations 2006. SEEVIC College FE Corporation will incorporate a minimum
10 calendar day standstill period starting from the date when the award
decision notification is dispatched to bidders. This period allows
unsuccessful bidders to seek further debriefing from SEEVIC College FE
Corporation before the contract is entered into. Applicants have until
midnight of the second working day of the standstill period for their
additional debriefing requests to reach SEEVIC College FE Corporation. A
response to such a request must be provided to the bidder by a minimum of
3 working days before the expiry of the standstill period. If an appeal
regarding the award of the contract has not been successfully resolved,
Regulation 47 of the Public Contracts Regulations 2006 provide for the
aggrieved parties who have been harmed, or are at risk of harm as a
consequence of a breach of the procurement rules to bring an action in the
High Court. Any such action must be brought promptly and in any event
within 3 months of the date when the grounds of complaint first arose.
Where a contract has not been entered into, the court may order the
setting aside of the award decision or order the authority to amend any
document and may award damages. If the contract has been entered into, the
court may only award damages. The purpose of the standstill period
referred to above is to allow parties to apply to the court to set aside
the award decision before the contract is entered into.
