II.1.5) Short description of the contract or purchase(s): Expressions of
interest are invited from Civil Engineering Contractors to enter into a
Framework Agreement to carry out Bituminous Contracts from 2010 to 2012 in
the Dublin City Council Administrative area. The sites vary in location
from city centre areas to urban areas. The works may involve planing of
the road and placement of surface course (wearing course) and binder
course (basecourse).The Pre-Qualification Questionnaire
(www.etenders.gov.ie)will be used select canditates who will then be
invited to tender for entry onto the Framework Agrement.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Dublin City Council is subject to the
provisions of the Freedom of information (FOI) Acts 1997, 2003. if it is
considered that any information supplied is commercially sensitive or
confidential in nature, it should be identified and the reasons for its
sensitivity specified. In such cases the relevant material may, subject to
the provisions of the Acts, be protected from access in response to the
FOI request.
It will be a condition for the award of any contract by Dublin City
Council that the successful candidate and all sub-contractors produce a
valid Tax Clearance Certificate or C2 Certificate from the Revenue
Commissioners. In the case of a non-resident candidate, a statement of
suitability from the Revenue Commissioners in Ireland will be required.
Participants must register their interest on the etenders website in order
to be included on the mailing list for clarifications.

is free of charge. Dublin City Council will not accept responsibility for

Health and Safety.
The Contractor shall be subject to the requirements of the Safety, Health
and Welfare at Work Act 2005 and all relevant statutory regulations made
under the act, and in particular, the Safety, Health and Welfare at Work
(Construction) Regulations 2006.
The Candidate shall have in place adequate Employer Liability and Public
Liability insurance. Evidence of the candidate's insurance cover shall be
submitted with the completed questionnaire by means of a statement form
the candidate's insurance broker.
The Contractor shall be subject to the requirements of "Best Practice
Guidelines on the Preparation of Waste Management Plans for Construction
and Demolition Projects" issued by the Department of the Environment,
Heritage and Local Government.
Dublin City Council intends to monitor the performance of contractors
during the course of the Framework Agreement. Details of the performance
monitoring system and the criteria to be used will be advised at a later
date. non compliance will result in temporary eclusion from the Framework.
