The United States Special Operations Command (USSOCOM) intends to issue a competitive solicitation to design and produce a Shallow Water Combat Submersible (SWCS) as a replacement for the SEAL Delivery Vehicle (SDV) that is used for clandestine launch and recovery from DDS (Dry Deck Shelter)-equipped submarines.
The $530M (estimated) nine-year IDIQ contract will include design, development, production and sustainment of a SWCS system and supporting equipment located at the SDV Team ONE homeport of Pearl Harbor, Hawaii.
SWCS is an ACAT III Program that achieved Milestone A in August of 2008 and is scheduled for Milestone B in the 3rd Quarter of Fiscal Year 10. The SWCS system will include an upgraded hull that may be up to 12 inches longer and up to 6 inches wider than the MK 8 Mod 1 SDV. SWCS will require development of an Integrated Bridge System (IBS) with a commercial-off-the shelf (COTS) open architecture, a power and signal distribution system capable of integrating various electronic systems and sensors, and the capability to display operational data to the vehicle pilot and navigator.
This contract action will be a full and open competition. Multiple awards through early development may be made. A draft RFP (DRFP) will be issued and comments solicited from industry approximately 20 November 2009. Included in that process will be an Industry Day planned for 10-11 December 2009 at the Naval Amphibious Base Little Creek in Norfolk, VA. The current SEAL Delivery Vehicle (SDV) and all ancillary equipment will be made available then for interested competitors to view and a question and answer session held. DRFP comments will be considered for incorporation into the final RFP.
The Government intends to award up to three IDIQ contracts to successful bidders. The first task order under the IDIQ is intended to produce an Engineering Development Model (EDM) with limited capability for Government testing. A down select will be conducted (if there are multiple IDIQ awardees), after which one successful awardee will design and produce a production-representative system. Upon successful Government testing of the production-representative system, the successful awardee may produce up to 50 systems and provide the associated contractor logistics support. The source selection will be based on a best value determination.

An Industry Day for the SWCS Acquisition, H92222-10-R-0005, will be held on 10 & 11 Dec 09, at Joint Expeditionary Base Little Creek , Norfolk, VA.
In order to participate in Industry Day, you must forward the required security clearance information, for each individual attending, through the JPAS system. The SMO Code is N088426. It is anticipated that there will be static displays of the current MK8 Mod 1 SEAL Delivery Vehicle (SDV); associated SDV support equipment to include batteries, chargers, transport trailer, tow bridles, etc.; a video loop showing the submarine/SDV/ Dry Deck Shelter (DDS) operations; spare parts Pack Up Kit; and SEAL operational gear typically carried aboard the SDV.
On 10 Dec 09, sign-in will begin at 0800 EST at the CPO Club. Please allow sufficient time to make it through the gate security. Signs will direct you from the gate to the CPO Club.
The agenda is still being prepared, but we anticipate unclassified briefings in the morning, followed by a break for lunch. After lunch, the group will reconvene at the NAVSPECWARGRU THREE Det LC compound to view the available hardware and receive a classified briefing. Various stations will be available through approximately 1600 hrs EST. Vendors will also be given the opportunity to schedule private sessions with Government representatives to be held on 11 Dec 09.
On 11 Dec 09, private sessions will be conducted as well as additional opportunities to view the hardware. The hours on 11 Dec 09 are 0900 to 1700 hrs EST.

The display will be located at the NAVSPECWARGRU THREE Det LC compound. A map of JEB Little Creek is attached to this announcement. There are three different 2-hour time slots available. The times are 1100, 1300, or 1500hrs EST on the 22nd. Please allow sufficient time to make it through gate security when making your travel plans.
