1.0 GENERAL Military Sealift Command, (MSC) Sealift Program is tasked with providing ocean transportation to the Department of Defense by meeting Sealift requirements in peace, contingency and war with quality, efficient, cost-effective assets and centralized management. 2.0 OBJECTIVE The objective of this requirement is to increase the military utility of a privately owned and operated, U.S.-built, U.S.-flag vessel in accordance with the National Defense Features (NDF) Program, 10 USC 2218 (2004). Increased military utility is defined as the enabling of a vessel to enhance its capability to transport military cargo. The increased military utility of a commercial vessel will increase the pool of resources MSC can draw upon to meet Sealift needs during a contingency. The NDF Program was established in part to provide funding for the installation and maintenance of defense features on privately owned and operated, U.S.-built, U.S.-flag vessels. Defense features for this RFP are subject to the NDF Program. (Please see attached for complete details)
