INVITATION TO BID

The PHILIPPINE POSTAL CORPORATION, through its Bids and Awards Committee (BAC), invites all manufacturers, suppliers, or distributors to bid for the hereunder project:

Name of Project : ACQUISITION OF 2,400,000 PIECES OF TIN SEALS

Location : Philippine Postal Corporation, Central Office, Main Building, Liwasang Bonifacio, Manila

Approved Budget
for the Contract : P2,496,000.00

Prospective bidders should have experience in undertaking a similar project within the last three (3) years with an amount of at least fifty percent (50%) of the proposed project for bidding, and have key personnel and equipment (owned, leased or under purchase) available for the prosecution of the project. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary "pass/fail' criterion. Post-qualification of the Lowest Calculated Bid shall be conducted.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its revised IRR.

2. Pre-Bid Conference November 04, 2009 (Wed.)
at 10:30 a.m.
3. Submission and receipt of the following:
a. technical proposal
b. financial proposal November 25, 2009 (Wed.)
until 9:00 a.m. only
4. Opening of Bids November 25, 2009 (Wed.)
at 10:30 a.m.
5. Submission of additional requirements Within three (3) calendar days
from receipt of notice by the bidder
of Lowest Calculated Bid
6. Bid Evaluation Within seven (7) calendar days
after receipt of bids
7. Post-qualification Within thirty (30) calendar days
after receipt of bids

Bidding Documents will be available only to prospective bidders upon payment of non-refundable amount of P6,000.00 to the Cash Management Division, 5th Floor, PPC Main Building, Liwasang Bonifacio, Manila. The Philippine Postal Corporation assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.

The Philippine Postal Corporation reserves the right to reject any or all bids, to annul the bidding process prior to award of contract, and to accept the bid considered most advantageous to the Corporation.
