Transport demand studies to analyze and quantify the sectorial logistics (supply chain) costs in the State of São Paulo

Request for Expressions of Interest

The Government of the State of São Paulo has received a Loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of implementation of the Project "Projeto de Rodovias Vicinais no Estado de Sao Paulo" (Feeder Roads Project of the State of Sao Paulo) - DER/São Paulo, which incorporates an institutional component benefiting the Secretaria de Transportes do Estado de São Paulo – ST (Transport Secretariat of the State of São Paulo). Under this component, the State intends to apply part of the Loan proceeds toward eligible payments under a consultancy contract to develop transport demand studies in order to analyze and quantify the sectorial logistics (supply chain) costs of the State of São Paulo, according to paragraph 5 of Article 42 of Law 8.666, dated 21/6/93 and its subsequent amendments and related Laws.

1.The objective of the service is to analyze the transport system of the São Paul State, identify its key issues, quantify the sectoral logistics (supply chain) costs and propose a set of actions to improve the efficiency of the system. These actions should not only consider the proposals to change the infrastructure (roads, railways, ports, etc.), but also those related to the reduction of barriers formed by institutional and legal aspects. The most intensive efforts to implement this work will be spent to identify the costs incurred in the main production chains.

2.The services will include:

(i)collection and organization of secondary data to estimate the interregional and intersectoral transactions (goods and services), considering both monetary and cargo flows;
(ii)execution of comprehensive primary research using market specialists in logistics to obtain information about: regional physical quantities produced and consumed, cargo transport routes, technical coefficients of production and elements related to logistics costs (taxes, insurance, storage costs, etc.);
(iii)development and implementation of methods to combine cargo origin-destination matrices with interregional input-output matrices and other types of economic data as derived from macroeconomic models;
(iv)calibration of a choice modal split model and estimation of trip assignments, using the data obtained previously;
(v)organization of workshops with supply chain logistics experts to discuss the work results, problems and possible solutions, and to specify mutual attributions for both the government and the private sector;
(vi)establishing strong integration with the technical group of the "Assessoria de Planejamento da Secretaria dos Transportes do Estado de São Paulo" (Planning Department of the Transport Secretariat of the São Paulo State), during work execution (18 months), assuming responsibility for knowledge transfer to allow continuity of work and enabling the group to make necessary changes in the future.

3.The Roads Department of the State of São Paulo (Departamento de Estradas de Rodagem – DER do Estado de São Paulo) invites companies/institutions to present Expressions of Interest for the provision of the mentioned consulting services. The interested companies/institutions must show that they are qualified to perform the services, and must present information that proves their qualifications (printed materials, descriptions of similar services, experience in similar circumstances, work team with the required qualifications, etc.). The establishment of consortiums and associations to strengthen the required qualifications is admitted.

4.A company/institution or association will be selected pursuant to the procedures established by the World Bank Guidelines for the Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised October 2006, using the procurement method of Selection Based on Quality and Cost (SBQC).
