Contract CDPKZ/QCBS-03

The Government of the Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development (World Bank) toward the cost of the Kazakhstan Customs Development Project (CDP). The KZ Government intends to apply a portion of the funds to eligible payments under the contract for the following consulting services:

CDPKZ/QCBS-03 Modernization of Customs Operations in RK

The Assignment consists of the following main activities:
Cargo Control, Risk Management & Declaration Processing
• Carry out a detailed review and analysis of all of the CCC’s import/ export/ transit business processes relating to (a) declaration processing; (b) goods clearance; (c) goods inspection and examination; (d) risk management; (e) collection of duties, taxes, and fees; and (f) supply chain security, identifying gaps and areas of weakness, and developing recommendations for improvements. This review must encompass all modes of transport, and the whole range of associated Customs regimes and procedures (e.g. warehousing; temporary importation; drawback; processing under customs control; valuation; origin; etc);
• In parallel, carry out a detailed review and analysis of the supporting trade-related documentation that has to be presented along with the customs declaration, identifying requirements for simplification and rationalization of forms and data, and related procedures;
• In parallel, carry out a detailed review and analysis of the structure, organization, and overall management of the CCC’s cargo clearance and control operations, at central, regional and local levels, identifying gaps and areas of weakness, and recommending improvements;
• In parallel, carry out a detailed review and analysis of the structure, organization, and overall management of the CCC’s risk management system, at central, regional and local levels, identifying gaps and areas of weakness, and recommending improvements;
• Make detailed proposals, in a technical report, for implementing all of the recommended changes, including essential improvements in legislation, structure, organization, management, procedural simplification and harmonization, interfaces with other government agencies, and relations with the trade
• Make detailed recommendations, in a technical report, for the ICT software and hardware enhancements that will be necessary to deliver the recommended improvements.
Post-clearance Controls
• Develop and fully document a comprehensive system for post-clearance verification and audit, incorporating detailed procedures governing risk-based selection of traders for control; the verification and audit process itself; post-audit official action; and feedback to the risk management system;
• Develop and fully document a comprehensive system for the approval and control of Authorized Economic Operators (AEOs), and associated controls over supply chain security, that are aligned with the WCO SAFE Framework, and integrate (a) other official measures for trader approvals, (b) trader audit, and (c) risk management;
• Make detailed recommendations, in a technical report, for the ICT software and hardware enhancements that will be necessary to deliver the recommended improvements.
Strengthening Law Enforcement
• Develop and fully document a comprehensive system for capturing, processing and analyzing information from the widest possible range of sources, and developing that information into intelligence that can be used to inform risk-based control decisions in any of the CCC’s operational functions, or for investigation purposes;
• Make detailed proposals, in a technical report, for integrating the intelligence system with the risk management system;
• Make detailed recommendations, in a technical report, for the ICT software and hardware enhancements that will be necessary to deliver the recommended improvements
• Assess, quantify, and prepare cost estimates for for operational equipment.
Training and Capacity Building
• Organize two structured study visits for CCC managers and specialists to countries, which use/apply all of the above-described systems and business processes for their customs administrations.

The expected contract duration is 18 months starting on the date of contract effectiveness (scheduled forMarch 2010).

Herewith the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan invites eligible consulting companies to express interest in rendering the above described services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006). Selection will be based on Quality and Cost Based Selection (QCBS) method.
